Chris,
After looking at this proposal against the Downtown design review code, we have determined that a review is not
required. The code is not clear about this issue, and we will likely draft an interpretation to clarify when a review is
required. Not requiring land use will only be applicable to interior remodels that do not require additional parking. The
use is Custom Arts and Crafts, and we have no parking requirement for that use.
I will be requesting a refund for the applicant. It may take a couple of weeks to process. This means that you may apply
for building permits at any time.

talked with Brett. The glass blowing area is actually pretty small. Where they are operating now, they are under 400 SF
with the same equipment that will be moved to this space. So the size of the blowing are is similar to what they have. So
the remaining area will be storage of supplier, finished pieces etc. plus circulation between the access doors and the back
rooms under the mezzanine. So the Arts & Crafts portion is smaller than I originally said and is under the 500 SF. Please
see the attached PDF that can be attached to our review.

Track 1: Design Review Compliance Letter
A Design Compliance Letter provides for a Type I review
process, using the clear and objective Design Standards. It is
intended for smaller buildings and site renovation projects,
which meet the threshold of 18.610.010.E.1.
Applicant's Statement /Narrative:
The applicant's statement must include a summary of the
proposed changes. Applicable criteria and design standards in
18.610 must be addressed with a detailed response to each
criterion. Failure to provide the information needed to
process the application would be reason to consider an
application incomplete and delay review of the proposal.
In addition, the Director must find that the proposed
change is in compliance with all applicable requirements of
Title 18 of the Tigard Development Code. To complete
this review, the Applicant's proposal must include a
discussion indicating how other requirements of this tide
are still satisfied. These requirements include but are not
limited to: access, landscaping and screening, waste and
recyclable storage, parking, sensitive lands, signs, tree
removal, vision clearance, and streets and utilities. Please
see section 18.610.035 of the Tigard Development Code
for a complete list.

Live Laugh Love Glass is looking to move into an existing vacant tenant space adjacent to Crown
Carpets at the intersection of Commercial and Main Streets. This tenant improvement will include a
glass studio, observation area, sales area and associated storage and offices spaces.
The scope of this project includes interior remodel of 6,310 square feet (5,774 square foot footprint).
No exterior improvements are proposed. To process this project under a Minor Development
Review we can confirm that we do not exceed the limits set below.
The tenant space will include the following uses as defined by the Tigard Development Code
• Custom Arts & Crafts
- On -site manufacture and sale of glass.
- Accessory uses: Observation Room, Showroom, Sales, Office & Storage Spaces

18.610.010 -D Downtown Design Review Approval Process
I -a: Track 1 — Design Compliance Letter provides for a Type I review process, using the clear
and objective Design Standards. It is intended for smaller building and site renovation projects,
which meet the threshold of Section 18.610.010.E -1
E. Procedures
1. Track I: Design Review Compliance Letter using Design Standards.
a. Applicability
1. Addition, elimination, or change in location of windows that does not
decrease the minimum required window coverage;
- The existing windows will remain unchanged.
2. Addition, elimination, or change in location of entry doors and loading doors;
- The existing entry and loading doors will remain unchanged.
3. Addition of new and change to existing awnings, canopies and other mounted
structures to an existing fagade;
- The existing awning, canopies, etc. will remain unchanged.
4. For commercial and mixed use developments, modification of up to I5% on-
site landscaping with no reduction in required landscaping. Modification refers
to changing the hardscape elements and the location of required landscape areas
and /or trees;
- The existing landscaping and hardscape will remain unchanged.

5. Modification of off- street parking with no reduction in required parking spaces
or increase in paved area;
- The existing off - street parking and paved areas will remain unchanged.
6. Addition of new fences, retaining walls, or both;
- No new fences or retaining walls will be included in the project.
7. Changing of existing grade;
- The existing grade will remain unchanged.

8. An increase in the height of the building(s) less than 20 %;
- The existing building height will remain unchanged.
9. A change in the type and location of access ways and parking areas where
off -site traffic would not be affected;
- The existing access ways and parking areas will remain unchanged and not
impact the off -site traffic.
10. An increase in the floor area proposed for a nonresidential use by less
than 10% or under 5,000 square feet;
- There is no proposed increase in floor area.
11. A reduction in the area reserved for common open space and /or usable
open space which does not reduce the open space area below the minimum
required by this code or reduces the open space area by less than 10 %.
- The project will not reduce open space,

meet these development standards, including projects using the Track 3 approval process.
- The proposed project is located in an existing building and is exempt from this table.
18.360.050
B. Evaluation Criteria: The Director shall determine that a major modification(s) will result if one
or more of the following changes are proposed. There will be:
1. An increase in dwelling unit density, or lot coverage for residential development;
- This project is not a residential development
2. A change in the ratio or number of different types of dwelling units;
- This project is not a residential development
3. A change that require additional on -site parking in accordance with Chapter 18.765;
- Table 18.765.2 Note 5 directs to 18.610.060 in the MU -CBD zone. 18.610.060 is for
new development in the zone. The proposed project is an existing development which
does not trigger parking requirements per these sections.
There is currently 43 off -street parking stalls shared with the adjacent bulk -sales tenant,
Crown Carpets. Per Table 18.765.2 note 5, see 18.610.060 for off -street parking
requirements in the MU -CBD zone. The commercial development meets the limits of
section 18.610.060 -A -3 for the Main Street Center Sub -Area. No minimum vehicle
parking is required.
Live Laugh Love Glass and Crown Carpets have agreed that LLLG will use 8 of the
existing off- street parking stalls during regular business hours. After Crown Carpets closes
they will have access to all 43 off - street stalls.
4. A change in the type of commercial or industrial structures as defined by the International
Building Code;
- The existing permitted use for the structure are M,B,S with the primary occupancy as
retail (M). The new use will include these uses for the retail sales of the art wori< (M),
associated office (B) and storage areas (S). An estimated 1,958 SF will be for the
production of artwork which is 8.2% of the total building area (accessory us for building).
Therefore, retail (M) is still the most restrictive use for building code reviews.
5. An increase in the height of the building(s) by more than 20%
- The existing building height will remain unchanged.

6. A change in the type and location of accessways and parking areas where off -site traffic would
be affected;
- Accessways and parking areas will not be modified. The project will not affect off -site
traffic.
7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed
100 vehicles per day.
- Per ITE Trip Generation 6' Edition, the space would be classified as a Specialty Retail
(ITE #814). The tenant space will include 2,652 SF of retail use. The remaining 3,658 SF
will be for production of the art, storage and offices associated with the glass art,
Manufacturing (ITE # 140).
Specialty Retail: The average trip generation per 1,000 SF is 4.93 for PM weekday.
2,652/ 1,000 x 4.93 = 13.07 Weekday PM Peak Hour Trips.
Manufacturing: The average trip generation per 1,000 SF is 0.75 for PM weekday.
3,658/ 1,000 x 0.75 = 2.74 Weekday PM Peak Hour Trips.
Total Peak Hour Trips = 15.81 — 16 Trips
This project will not increase or exceed 100 additional vehicle trips per day.
*note: Previous review in 2004/05 used 5.06 weekday PM Peak Hour Trips for furniture
store (bulk sales), Proposed use is lower than estimated use in previous review.
8. An increase in the floor are proposed for a non - residential use by more than 10% excluding
expansions under 5,000 square feet;
- The existing building will not be expanded.
9. A reduction in the area reserved for common open space and /or usable open space which
reduces the open space area below the minimum required by this code or reduces the open space
by more than 10 %.
- The project will not reduce open space.
10. A reduction of project amenities below the minimum established by this code or by more
than 10% where specified in the site plan;
a. recreational facilities;
- There are no existing recreational facilities on this site.
b. screening; and /or
- The existing screening will not be changed or disturbed for this project.
c. Landscaping provisions
- The existing landscaping will not be changed or disturbed for this project
11. A modification to the conditions imposed at the time of site development review approval
which are not the subject of B -I through 10 above of this section.
- Previous development was approved as proposed.
