He had called for a footing inspection, but had to cancel it due to water containment which had collected within the footing forms. He did not understand this water problem, except thinking that it was only rain accumulation over clay soil. Temporarily, David was able to get the water out and hurriedly got the footing /foundation poured without the inspection. Basically, he forgot to call it in, and with the concrete truck on the way he panicked and poured it anyway. He did take photos and will present them at my request. Since the footing was already poured and water still existed within the confines of the foot print (still thinking that it was rain water), David again hurried into the next stage covering the post /beam without inspection(s). This consisted of the mechanical, plumbing and structural elements. He then started the framing and quickly covered the roof. The siding is T -111. David also has photos of the post /beam and will provide upon request. At the conclusion of the framing of this addition, David had a falling out with the owner and walked away from the construction project. Since that time, the owner took liberty to begin the plumbing, electrical and some mechanical work- none of which is completed at this time. Shortly afterwards, David was then reunited with the owner and called me on January 29, 2008. Being somewhat concerned and wanting to be up front with the City of Tigard, David requested that I make a visit to this site. He had called in a footing inspection for the record. Upon arrival, I made my way back to the rear yard for the inspection. Once there, I realized that I needed to ask a lot of questions. Water was still confined within the crawl space, as deep as a foot. I asked if there was a low point crawl drain and he stated that he broke through into the existing (lower level) crawl. He understood that somewhere it had a low point crawl drain. I asked if he ever looked for it or found it. He said, "No ?" Being concerned, he also stated that he made sure that there were no leaks from water lines and became totally in the dark as to what the nature of this problem was. At this time, I stated to him that I thought that it might be the water table. David asked, "What should I do ?" I stated that first he needed to try and get the water out of the crawl space. I continued, by saying that I thought that maybe a French Drain should be erected along the north end and along the rear side of the new addition. It should be tied in to a sump enclosure and pumped into the existing (or new) rain drain system, which is directed to the street. He asked, "How can I do this ?" I explained how I would do it and then excused myself due to my work load. On January 31, 2008 David called me again. He asked if I would come out and see what he had done. {He had dug a trench 2 -feet wide and 4 -feet deep. He filled the trench up with river rock approximately 1 -foot deep and laid 4 -inch perf piping with fabric placed over the top.} His intent is to place river rock over the top of the perf piping to within 4- inches of the grade level and then back -fill with soil. During the time that I was there, David had placed a sump pump into the trench and was pumping water out into a nearby rain drain riser. Clearing identifiable was at least 3 small streams feeding this trench, but the water level was dropping. As the water level decreased, I noticed the river rock that already had been placed. The perf piping was just floating. A septic tank was noticeably filled with water and was draining into the trench. The distribution box had been dug up during the trench work, which also cut through the leach lines. I explained that the septic tank must be taken care of too. I explained that after pumping the water out that it needed to be filled with either sand or pea gravel. I then asked if the owner was on city sewer and David said, "Yes ?" I asked David to cease with construction of any kind until these water problems were dealt with and solved. Once done, I then wanted him to call me, so that I could see the completed fix and then get him back up to speed with inspections of the work that had already been done. In my estimation, this is a sensitive issue and should be dealt with as such. I take full responsibility to make sure that all code issues are in compliance and will assist other inspectors that need to be involved as well.
