Dear Mr. Skourtes,
Your application for a permit to place fill material on your above referenced
property has been approved, subject to the following:
1. Because a major portion of the property is located within the 100 year flood
plain, no fill may be placed within that area. The area were fill is
approved for deposit, is from the easterly property line fronting on SW 74th
_
Ave, to point westerly not to exceed 165 feet.
2. Erosion control measures as prescribed in the attached drawings shall be
provided immediately. The erosion control measures shall be maintained until
the work is completed and the area has been re- vegetated. _.
3. The public street shall be kept clear of dirt and debris at all times.
4. The surface flow of storm water from adjacent property shall not be impaired
by the fill.
5-. The maximum slope of any grade shall not exceed 2 horizontal to 1 vertical.
6. An inspection of the erosion control is required after installation.
7. If the fill is to be placed without the supervision of an engineer, any
future construction on the fill will require a report from an engineer,
providing the stability and bearing capability of the fill.
In addition to your fill permit, you also applied to demolish the existing
building, the application is approved subject to the following:
1. All debris shall be promptly removed from the sight.
2. You indicated that the building was not connected to the sewer or to a
private on site system. In order to verify that there is no septic system
on the property, a dye test will need to be conducted. In the test shows
there is a septic system, the tank will need to be pumped out and filled

in with sand or gravel. The city can provide the dye, you will need to
provide sufficient water for the test. Please call this office to schedule a
date to conduct the teat.

.67 acres of this parcel is not in flood plain, per City
of Tigard Public Works Director, see letter dated 23 April
1982.
Above confirmed by City of Tigard resolution No. 82 -54
"it is further declared that part of lot within said
boundaries will be especially benefited - dated 21 June
82." This refers to .67 acres amount not in flood plain
per City staff computations in the 23 April 82 letter noted
above.
We are reworking ground inside the following boundary.
168 feet along 74th Ave by 165 feet West or .64 acres.
Therefore per our understanding no permit is required.
For your info existing cube area in flood plain has remained
intact. ( no change in water storage capacity).

Dear Property Owner:
The Tigard City Council reviewed the proposal of April 5, 1982 from the property
owners along SW 74th Avenue for a 24 -foot pavment. This review was part of a
discussion of L.I.D. policy. The Council took no action; however, there was a
consensus that an improvement with the standards as outlined in your proposal
would not be eligible for Bancroft Bonding. •
The Council reiterated their instructions to staff in March to consider a re-
laxing of the standards as related to (1) the railroad being adjacent to the
street (i.e., no sidewalk or curb), (2) the grade of the street as related to
the change in railroad crossing location, and (3) the sidewalk as related to
the creek crossing. (Perhaps requiring sidewalks with development)
The Council also directed staff to compute assessments on an area only basis ex-
cluding flood plain and area /frontage, excluding flood . plain,
A public hearing for creating this district will be held on May 24, 1982.
An informal meeting to discuss design parameters and assessment methods as
directed by City Council will be held at City Hall, 12755 SW Ash Street, at
4:30 p.m., on April 29, 1982.
You are encouraged to attend this meeting and relay your concerns first hand to
your City staff.
