FINAL NOTICE

Permits and inspections required by the Tigard Municipal Code are an important part of your project. Permits help to
ensure that work is done in compliance with minimum code requirements. Inspections are intended to protect the
occupants of buildings and building owners.
In June, 1996, you were mailed a letter stating we had no record of any inspections in the prior 180 days on the -
project authorized for the above noted address. You were advised to please respond in writing if additional time was
needed to complete the project, or call the 24 -hour inspection recorder if you were ready to schedule an inspection.
As of this date, we have either had no response or an incomplete response from you.
M the current property owner of the above project, you are responsible for obtaining the required inspections. The
responsibility is yours even if you were not the owner at the time of the original permit.
The City would like to work with you to close out this project with steps taken to assure that at least minimum code
compliance has been achieved. This documentation will be helpful to you and fume owners of the property. As
stated in the previous letter, the City may pursue civil enforcement if work has proceeded without inspections or if an
unfinished project is outstanding. Your prompt attention to this matter will avoid such action by the City.
To correct this situation you have some choices which are noted below. No action on your part to resolve this issue
will lead to a NOTICE OF INFRACTION.
If yon need additional time to complete your project please respond, 1N WRITING, within 15 days. You may
request up to 180 days. Please provide the following information: Permit number, address of property, your name, a
day time phone number and the length of additional time you are requesting, including an explanation for the
eension. The City will notify you ONLY if your extension is NOT granted
If you are ready to schedule your next inspection please call our 24 -hour Inspection Recorder at 639 -4175
within 15 days. Be prepared to provide the following information Permit number, address of property, your name,
rrour phone number, and the date you are requesting the inspection. Inspection times cannot be guaranteed. The City
will make every attempt to perform the inspection the same day if requested prior to 7:00 a.m. However, we are
expecting a large increase in inspection requests and cannot guarantee a same day inspection.

QUESTIONS, please,contact the Building Division at 639 -1171 ext. 382 (voice mail). To better serve you, please

Today Jim N -ee_- met with Pat Reilly, Dick Bewersdorff and me
regarding the proposed Skourtes development on 74th Avenue.
It was agreed that Jim will submit a new concept plan showing 1, _ cc- t u.
correct location of trees, location of curb, location of meandering
sidewalk, and rough grades of sidewalk. Jim will submit the plan
to me. After the concept plan is approved, construction drawings
will be prepared and submitted to John Hagman.
Standard location of the curb is 8 feet from the new right of way
line (17' from right -of -way centerline). Curb alignment should be
tied to right of way, not to existing pavement. If Jim proposes a
non - standard location for the curb, he will show its location in
relation to the right of way and he will provide justification for
the non - standard location.
Jim says Skourtes already dedicated the additional right of way.
Do we have this dedication document?
I will check on minimum width and maximum grade requirements for a
detached (meandering) sidewalk.

Subject: Building Plan Review
(1991 UBC with Oregon Amendments)
The plans for this project were reviewed for conformity with
applicable codes. Please submit the following items for completion
of the plan review process at your earliest convenience:
1. Submit 3 sets of plans with structural calculations for
a the engineered metal building. This building must comply
with seismic zone 3 provisions of the UBC.
2. Provide lateral load analysis and shear transfer details
for the building.
3. Submit complete mechanical and plumbing plans (including
gas piping) for the building.
4. Submit the energy compliance form for review.
5. Provide a drinking fountain per Table 5 -E which complies
with the ADA requirements of chapter 31.
6. All Group B Occupancies shall be accessible as provided
in Chapter 31 (section 3106(a)3). Please submit
handicapped details for toilet rooms.
7. Table 31 -A . requires one accessible parking space.
However, one in eight accessible parking spaces, but not
less than one, shall be served by an access aisle 96
inches wide minimum and shall be designated van
accessible (Table 31 -A, figure 9, and section 3104(g)2B).
Also, please submit a signage detail for the H.C. parking
stall.

8. If the roof is not entirely of noncombustible materials
(as proposed), a parapet will be required at the north
wall and constructed per section 1710(b).
9. Regardless of the occupant load, there shall be a floor
or landing on each side of a door. When access for
persons with disabilities is required by Chapter 31, the
floor or landing shall not be more than 1/2 inch lower
than the threshold of the doorway. Landings shall have
a width not less than the width of the door and a length
measured in direction of travel of not less than 44
inches (section 3304(i)(j)).
10. Since the building is 80 feet wide, when openings in a
story are provided on only one side and the opposite wall
of such story is more than 75 feet from such openings,
the story shall be provided with an approved automatic
sprinkler system, or openings as specified in 3802(b)1
shall be provided on at least two sides of an exterior
wall of the story.
11. Provide moisture control under the slab per section
5303(f).
12. Provide the type and thickness of glazing in the windows
for review.
13. Provide draft stops per section 2516(f)4B(iii)).
Please make these corrections on the appropriate pages of the
drawings and resubmit 3 copies of each page to the City of Tigard
for review.

Dear Mr. Burrows:
Please find the following response to your plan review. I believe we
have addressed all of your requirements. The number of our response item
coordinates with your numbered plan review list.
1. Mr. Skourtes has obtained three sets of plans for the engineered
building and will submit them for your approval.
2. Calculations have been provided by the building manufacturer. I was
told by Mr. Skourtes that the lateral load and shear transfer details for the
building are included in the calculations.
3. The applicant, at this time, is requesting only a shell permit. Any
mechanical and plumbing plans shall be submitted by the contractor.
4. Mr. Skourtes has informed me that the building will be kept at a
maximum of 55 degrees for the warehouse /storage area. Therefore, an energy
compliance form will not be required at this time. When the building is
leased and the tenant improvements are to be performed, those areas will need
to be brought into compliance with the energy code.
5. See sheet 1.1 for drinking fountain information.
6. See sheet 1.1 for handicapped details for toilet rooms.

7. See sheet 1 (Delta 1) for accessible parking spaces and sheet 1.1

8. To the best of my knowledge, and per the building manufacturer's
documents, the roof will be constructed entirely of noncombustible materials
therefore, a parapet will not be required.
9. I have added this note under General Notes on Sheet 1.
10. We have added two 3070 doors along the west wall which I believe
will meet the provisions of the building code.
11. Moisture protection under the slab has been noted on Sheet No. 3.
12. A glazing note has been added to Sheet No. 2.
13. To the best of my knowledge there will not be an attic space, or
enclosed soffits, etc. in this building. Therefore, draft stops will not be
required.
