Dear Mr. Lampella,
While preparing documents for a Tenant Improvement in one of our properties, we discovered the building
had become a non - conforming building. As the building is currently occupied by multiple tenants making
access difficult, we are proposing an alternate method of construction under I.B.C. 104.10, in order to bring
it into compliance.
The structure is a one -story building with separate addresses for each tenant ranging from 16100 to 16194
SW 72 Avenue, in the PacTrust "Oregon Business Park I" (Buildings # 1 and #18 on the enclosed map).
The original (non - sprinklered) building was constructed in the early 1970's under the Uniform Building Code.
It originally housed 40,000 sf of warehouse space. As tenants took space in the building, offices were
gradually added to the warehouse. In the late 1970's a 30,000 sf addition (Building #18) was added and
then in 1985 another addition of 4,000 sf was added to that. Both additions were constructed with fire
sprinklers.
Occupancy
The current building houses multiple tenants which all have both office space ( "B" occupancy) and
warehouse space ( "S2" occupancy). The areas of the occupancies exceed 10% of the building area and
therefore it does not qualify as Accessory Use with no fire barriers.
Construction Type
Under the I.B.C. this structure qualifies as a Type III -B structure. The exterior walls are load bearing 5 %"
thick reinforced concrete tilt -up panels. Exposed steel columns support glu -lam beams and a combustible
roof deck with a Class A roof system. There is Frontage (separation) on all four sides and the distance
varies from 77' to 125'.
Tables 601 and 602 indicate that none of the building elements are required to be rated for fire - resistance.
According to IBC Table 704, the exterior walls are permitted to have unlimited unprotected openings. Some
of the openings have windows, some have doors, and some are left completely open (similar to an open
parking garage).

OBP1 — Alternate Means of Construction
Allowable Area
The allowable base area listed in Table 503 is 19,000 sf for a B Occupancy. This is permitted to be
increased for frontage by 75% to 33,250 sf.
The allowable area for a one -story, non - sprinklered, S2 building is unlimited according to I.B.C. 507.1
The combined area of the existing Offices (B Occupancy) is 25,754 sf
The combined area of the existing Warehouses (S2 Occupancy) is 48,316 sf
The total area of the existing building is 74,070 sf.
Assuming Separated Uses under I.B.C. 302.3.2 and calculating the sum of the ratios we have:
25,754 + 48,316 = .775 + .00000001 = .775 which is less than 1
33,250 00
Therefore the building qualifies as Separated Uses.
Occupancy Separation
Under I.B.C. 302.3.2 and Table 302.3.2, the separation required between B and S2 Occupancies is a 2 hour
Fire Barrier.
The only deficiency which makes this building "non - compliant ", is the lack of Fire Barriers Walls (Occupancy
Separations) between the offices and warehouses. PacTrust proposes to bring it into compliance by
providing two hour fire barriers as tenants move out and the spaces becomes available. We estimate that
this could take five years to complete them all.
If this is acceptable to the City of Tigard, we will proceed with the improvements to this building in this
manner.
