RE: ESPRESSO STAND MINOR MODIFICATION
Dear Mr. Peterson:
This letter is in response to your request for a Minor Modification approval to add an
espresso stand at 15055 SW 72nd Avenue. Upon review of the site plan, a property
inspection and review of the traffic study, the Director finds that none of the Major
Modification criteria contained in Section 18.120.070.(B) are invoked by the proposed
expansion. The Director, therefore, has approved the modification as proposed.
As we discussed, Major Modification Criteria #5, which states that modifications generating
20 additional trips to and from the site, is particularly in question with this request. Because
the majority of the expected new trips to the site already exist on the transportation system,
the Director finds that this expansion is not likely to generate 20 new trips on the system.
Also, based on the traffic study it is expected that the 60 -foot vehicle stacking area will be
sufficient to accommodate peak customer demand during the 7 -8 am time period. It
appears that the 200 -foot stacking distance set forth in Section 18.106.050 (A) would apply
to this use. However, Section 18.106.050 (B) allows for reduction in stacking distance,
where deemed appropriate by the Director, based on limited service availability.
Based on the limited espresso service that is to be provided, 60 feet is expected to be
sufficient, where a second employee is provided as needed at peak periods. The Director
reserves the right to require modifications to this use, where needed, to ensure that vehicle
stacking does not impact the existing level of service of SW 72nd Avenue. Please submit a
copy of this letter with your Building Permit application. Feel free to contact me concerning
this information.

3. A TRIP GENERATION ANALYSIS, OF A LIKE TYPE BUSINESS, BY A TRAFFIC
ENGINEERING CO. (TO THE TUNE OF $800.00 )
4. A COPY OF tIY BUSNIESS LIABILITY INS,
5. A LAY -OUT FROM P.G.E. FOR THE UNDER GROUND ELECTRIC HOOK -UP IN THE
PLANTER BEHIND ESPRESSO TRAILER. (BRIAN MCORE P.G.E. 570 -4406 )
6. CHECK FOR 9100.00 TO THE CITY OF TIGARD FOR THE REVEIEW PROCEDURE.
THE TRIP STUDY, WAS DONE AT MY WOODBRUN, OREGON ESPRESSO STAND, LOCATED AT
2995 NEWBERG RD. IN THE SHELL AS STATION, AT 1 -5 & HWY. 214. WHICH IS THE
ONLY EXIT OFF 1 -5 SOUTH OR NORTH. FOR THE WHOLE CITY & 7- MILES IN EACH
DIRECTION. I T HAS A HIGHER TRAF(IC COUNT, THEN THE SITE ON 72 AVE. IN T IBARD.
I OPENED THE WOODBRUN SHELL ESPRESSO ON 3- 28 -96. SO IT WILL TAKE THE 72 AVE.
ESPRESSO ABOUT 2- YRS. TO REACH THE VOLUME OF THE WOODBRUN SHELL STAND. THE
STAND AT 72 AVE 1 S LAID -OUT THE VERY SAME AS THE W00DBRUN SHELL STAND. EVEN
DOWN TO THE PLANTER BEHIND THE STAND, WITH THE ELECTRIC BEHIND IT. THE
WOODBRUN SHELL STAND I S IN A VERY HIGH RETAIL AREA, WITH SOME hOUS /NG CLOSE BY.
THE STAND ON 72 AVE WOULD BE IN A MORE INOUSTRAIL- OFFICE AREA.
PLEASE CALL ME AS SOON AS POSSIBLE WITH THE RESULTS OF YOUR REVIEW. I
