The amount of grading and the height of the lower rockery wall (6' to 8') would require a site work permit. Due to the steepness of the slope and the height of the wall, a soil report from a geotechnical engineer will be required. The report and recommendations should take into consideration the slope stability, drainage, the stability of the rockery retaining wall(s), and the proximity of the cuts and descending slope to the garage structure. I also have concerns with the condition of the existing placed footings and foundation walls of the garage. The footings and foundation walls will require an analysis and recommendations from a licensed structural engineer. This engineers report should include the adequacy of the existing concrete to support all imposed live and dead loads and the recommended solutions to the large air pockets with exposed reinforcement and unconsolidated concrete. As -built drawings are also required to be submitted showing the size of the footing and foundation and the location of reinforcement. The plans that were submitted also lack any lateral bracing method. Please provide either a prescriptive method of lateral bracing complying with the requirements of chapter 6 of the Oregon Residential Specialty Code, or provide and engineered lateral design. I have consulted with Clean Water Services on this project and they have agreed to work with you on mitigating any issues and providing a service provider latter. They have given approval for the City of Tigard to rescind the stop work order and issue the building permit. I will be happy to do so pending the submittal of the above reports and revisions. The owner, Jack Woolard, is constructing a retaining wall and backfilling in a sensitive area, and doing additional work that wasn't covered under the original CWS service provider letter. CWS has asked the owner to provide proper erosion control measures in the field, and to obtain a new CWS service provider letter. This permit is on hold until we receive the new service provide letter. Mike at CWS did not ask me to charge additional fees. If Mr. Woolard contacts us, please refer him to CWS as these are their requirements. Thank you.
