Dear Gene:
In accordance with the Uniform Building Code requirements, representatives of Afghan
Associates, Inc. performed structural observations for 72 Avenue Office Building. We have
also reviewed inspection reports by Carlson Testing and reviewed structural shop drawings as
submitted by the contractor.
Based on the final report provided by Carlson Testing and our observations, it is our opinion that
the construction of the subject project is generally in accordance with the structural plans and
specifications.

and observed to be within the requirements of Project Documents and, to the best of our knowledge, the
work was In conformance With the approved plans and specifications, approved change orders and
applicable workmanship provisions of the State Building, Plumbing and Fire Code and Standards. The
public improvements have been certified in a construction compliance report forwarded to Mr. Mike White
at the City of Tigard on June 8, 2001.
