I visited the !owes hardware sight on 8/29/00 and reviewed the storm drain system inspected some of the
manholes for compliance everything appears to be to be installed according to job specifications I need to go
over are inspection report with mike shehann since there are items that he has stated . he was involved in for •
non compliance and his senior inspector job description states he is responsible for code alernatives I will
review the letter or inspection report with him when he returns Tuesday so I don't get involved in any internal
conficts in are department and the site work contractors will get the correct information for any issues that may
have arisen ....

Subject: Plumbing track for storm drains
Here is the way Mike reads the code, and I concur. This is also the method he uses for plan review
concerning storm water piping.
First, go to Chapter 11 for storm drains.
Section 1103..2 gives the materials to use (Same materials as sanitary sewer, actually).
Section 1103.3 specifies that the fittings used for storm drains are to be the same as sanitary drains
(Section 715).
Section 1103.4 states that cleanouts shall be required and installed per Section 707 (which deals with
cleanouts, a manhole being a very large cleanout).
Section 1103.5 says joints and connections shall be as prescribed in Section 715.2 of this code (joining
methods and materials shall be as prescribed in this code, meanning that whatever material is used,
joining and connecting shall be as stated in this code (or instructions of the listing).
Assuming 1103.3 equates storm piping to sanitary piping, we get the requirements for grade, support,
and protection of piping from Section 718.
The specifics for manholes for cleanouts (Section 1103.4) are taken from Section 719.6 as directed,
which states that flexible compression joints shall be used 12 -36" from the manhold and flexible piping
shall not be embedded in the manhole base.
Remembering 1103.3 equating storm and sanitary piping regarding fittings, joints, cleanouts and
connections, continue to Section 723 for the requirements that the bulding sewer shall be watertight at all
points. This is in regard to joining methods and fittings allowed (sanitary = storm still assumed). This is
reinforced by Section 310.1 "All design, construction, and workmanship • shall be of such character
as to secure the results sought to be obtained by this code (conveyance of water without loss from the
system to the exterior of the piping).
Section 301.1.1 does not differentiate between storm and sanitary drainage. It only refers to plumbing
and drainage systems.

Subject: Inspection report of Lowes storm drain
The afternoon of 9 -26 and morning of 9 -28 Wilmer Andrist of Winstead Associates inspected the
manholes, cleanouts, catch basins, filters, etc. These are the results:
1. Cleanouts at two interceptors south of filter vaults have 6" cleanouts. The plans call for 12" cleanouts.
Provide Civil Engineer's resolution.
2. The 12" storm drain on north side of building has cleanouts every 75' . Cleanouts are not specified,
except for the end of line cleanout is to be 12" per the plans. All cleanouts are 6 ". Provide Civil
Engineer's resolution.
3. Cleanout for lower area storm filter vault (west side of bldg) is installed as 6 ". Plans call for a 10"
cleanout. Provide Civil Engineer's resolution.
4. The interceptor drawing is different from the one installed. The one installed has a baffle in the middle
of the interceptor with a 4" opening between compartments with a 6" opening at the discharge. Both
sections receive storm water equally from a fully grilled cover. Provide Civil Engineer's resolution and
revised drawing.
5. Catch basin #6 is not installed.
6. Polydrain catch basins and polydrain trench drains at northwest entrance are not completed.
7. Manhole 15 measures out OK, but 4" concrete dividing wall as shown on plans has not been installed.
Provide Civil Engineer's resolution.
8. Manholes 1, 2,17,18,19,20,21,22,23,32,33,36 do not have 90 degree ell on discharge outlets as shown
on plans (standard manhole). Provide Civil Engineer's resolution.
9. Manholes 16,24,25 have damaged frame and covers and do not have 90 degree discharge outlets per
plans. Frames and covers need to be removed and replaced. Provide Civil Engineer's resolution for
outlet discharge.
10. Several manholes have the first step lower than the 18" maximum as stated on the plans. Please
review and correct.

inspection for the first time and upon arriving at the site, I met Jerry the piping superintendent and asked
Jerry who had been inspecting the site ?His reply was that he was told on sit inspections weren't
required because they had an on site inspector.To the best of my knowledge special inspectors are
secondary to jurisdictional inspectors.I've always made site inspections in the past.My question to you is
what do we do about this now since eighty percent of the piping is already in the ground and backfilled?

Just wandering what you want to do with Lowes Hardware if they keep laying asphalt? The've already
asphalted up to manholes that need to be repaired.

I'm not in agreeance with your acceptance of a 20' length of ADS pipe as being an alternate or an
equivalent method where the plans show a compression joint 18" off the manhole. This is contrary to the
Uniform Plumbing Code which we are suppose to be practicing. You may use your authority to approve
the site but please don't use it to force me to approve something that I never saw.
