Subject: Plumbing track for storm drains
Here is the way Mike reads the code, and I concur. This is also the method he uses for plan review
concerning storm water piping.
First, go to Chapter 11 for storm drains.
Section 1103..2 gives the materials to use (Same materials as sanitary sewer, actually).
Section 1103.3 specifies that the fittings used for storm drains are to be the same as sanitary drains
(Section 715).
Section 1103.4 states that cleanouts shall be required and installed per Section 707 (which deals with
cleanouts, a manhole being a very large cleanout).
Section 1103.5 says joints and connections shall be as prescribed in Section 715.2 of this code (joining
methods and materials shall be as prescribed in this code, meanning that whatever material is used,
joining and connecting shall be as stated in this code (or instructions of the listing).
Assuming 1103.3 equates storm piping to sanitary piping, we get the requirements for grade, support, and
protection of piping from Section 718.
The specifics for manholes for cleanouts (Section 1103.4) are taken from Section 719.6 as directed, which
states that flexible compression joints shall be used 12 -36" from the manhold and flexible piping shall not
be embedded in the manhole base.
Remembering 1103.3 equating storm and sanitary piping regarding fittings, joints, cleanouts and
connections, continue to Section 723 for the requirements that the bulding sewer shall be watertight at all
points. This is in regard to joining methods and fittings allowed (sanitary = storm still assumed). This is
reinforced by Section 310.1 "All design, construction, and workmanship shall be of such character as
to secure the results sought to be obtained by this code (conveyance of water without loss from the
system to the exterior of the piping).
Section 301.1.1 does not differentiate between storm and sanitary drainage. It only refers to plumbing and
drainage systems.
