Dear Jim,
Several weeks back I contacted your office on an issues that took place June
31 regarding the sewerage fee on the McCroskey Clinic.
As I explained, the General Contractor's Plumbing Contractor went to pick
up the plumbing permit (on June 29 and was denied the permit. I
personally had been to the City of Tigard a few days prior (please refer to
the attached) and received a printout that stated the approval, so I was
surprised to hear of the denial.
The Project Manager told me that the plumbing permit was being held
hostage until the sewerage fee was paid, and if it did not get paid that day it
was going up another $600.00 dollars. Needless to say, we were all a bit
confused since no one had ever advised us on the increase. I immediately
called the city counter personal to get the amount of the sewerage fee and
then the owner. It was to late in the day to get the funds from the financing
company since they were located in Texas.
At 4:30PM I call the city counter personal to ask if they would wait 5
minutes for me if I was late. I explained where I was coming from and my
appreciation if they could assist. I initially spoke with a women that passed
me onto Jim, who was the acting supervisor at the time. I explained the
situation to Jim and he said, "they could not take anyone after 4:45PM" and
that he had just been notified that day of the increase himself. Jim
proceeded to say that if I wasn't there by then, they could not accommodate.

I asked Jim, if he would please be a little more considerate to the situation,
that this was $600.00 dollars to a new owner in the area and I was sure he
would appreciate the savings and service from the city. Needless to say I
was told "No ". I was very disappointed and realized at this point, that the
City of Tigard was not serving the people of this community in the capacity
of a facilitator as one would imagine, but more in the role of a bureaucratic
regulator.
I contacted you a few days later, explained what had happened and ask for
your assistance. When I didn't hear back from you within a two -week
period, I called your office once again. You said that Jill the acting
supervisor had been on vacation and you did not have the chance to speak
with her or everyone else involved. Since then, I have heard nothing from
you or any other individual at the City of Tigard.
Jim, I can appreciate that you have a busy schedule and this mere $600.00
dollars might not seem like much to the city, but to an individual that is a
first time builder, it could mean the payment on the loan.
