SUBJECT: Tigard Triangle Site Filling Issues
This memorandum addresses outstanding issues that remain unresolved during the placement of
structural fill at the Tigard Triangle Site.
• The percentage and size of oversized material being imported on to the site has increased in the last
few days. In our memorandum dated June 14, 1999, we defined unacceptable oversized material as
hard rock pieces greater than 8 inches. Occasional pieces, which can be incorporated into the fill and
surrounded by smaller particles or broken up by compaction equipment, are acceptable. In the first
few days of filling, this was the case. However, based on our observations, fill imported recently and
stockpiled or spread across the areas of Building Pads B and C contain excessive oversized material.
It is especially important that the first lift, which has been placed in the area of Building Pad B be
well graded and free of excessive oversized rock pieces.
• The fill imported within the past few days has higher moisture content. We have observed excessive
deflection of wet, compacted fill under loaded dump trucks. Coffman Excavating is aware of this and
has spread and tilled this material in an attempt to dry it further. As of this morning, the material is
too wet to be placed as structural fill. When the material becomes dry enough and has been
compacted, a proof roll using a loaded dump truck should be performed to determine if adequate
compaction has been achieved.
• Occasional oversized rock pieces have been pushed to the sides of fill areas during filling operations.
The oversized pieces are still present around the perimeter of fill areas and should be removed prior to
placing fill in these areas. Removal of the oversized material in fill margins will require cutting into
the fill to remove the oversized material and expose compacted fill.
• A soft spot in the native subgrade is present at the north end of Building Pad C. The subgrade
became soft due to truck traffic in this area. Coffman Excavating has informed us that the area will
be repaired when truck traffic can be diverted from this area.
These issues have been noted in a running `Outstanding Issues' list that is included with each field report.
Baugh Construction and Coffman Excavating have been made aware of these issues and have indicated
that they will be addressed. -The increased incidence of oversized material and wetter material will
require more site visits from us: In addition, since compaction testing cannot be conducted in this
material, it may be necessary to perform more frequent proof - rolls.
