At your request, this letter is provided to summarize Carlson Geotechnical (CGT) services and conclusions regarding
the geotechnical construction observations and testing for the referenced project. This letter confirms that in
accordance with Section 1704 of the 2003 International Building Code, we have performed observations and testing of
the following items.
Site stripping
Removal of existing poor quality fill and replacement with controlled structural fill
Proctor (moisture - density) evaluation of fill material
Footing subgrade observations
Pavement subgrade and base rock proof rolls
To the best of our knowledge, the work was in conformance with the recommendations of CGT's Report of
Geotechnical Engineering Services (geotechnical report) dated May 20, 2004, and approved plans and specifications.
All observations and tests were performed on an on -call basis by the contractor and reported between July 7, 2005 and
February 3, 2006. CGT is not responsible for portions of the construction that it did not observe or evaluate by testing.
One 30 foot by 30 foot portion of soft pavement subgrade, approximately 40 feet from the northeast building corner,
identified during our December 14, 2005 site visit, was overexcavated and replaced with structural fill without CGT
confirming that the soft subgrade material had been removed or compaction testing of the fill placed therein. However,
the base rock in this area was proof rolled on February 3, 2006 along with other areas of the pavement and showed no
significant deflection.

To ensure the widest circulation possible, here is the letter that took the
design team 10 days to produce from point of receiving instruction to
delivery. Please note, this resolves the issue that would otherwise have
been carried out by the City of Tigard as a part of the interagency
agreement between CWS and Tigard. You can imagine the conclusion I come to
as a result of this experience.
