and Housing Codes.
7. There shall be no noise, obnoxious odors, vibrations, glare, fumes,
electrical interference, heat (detectable to normal sensory perception
outside the structure), traffic, and discharge of materials, gases, or
fluids into the sanitary sewer or storm drainage systems which are in
excess of what is normally associated with residential uses.
8. The Home Occupation Permit shall be renewed annually.
9. A business tax shall be paid annually for the business.

CONSENT AND WRITTEN AUTHORIZATION
TO OPERATE A HOME OCCUPATION
I, Fred Redmond, the undersigned, declare:
(1) I am the authorized agent for the owner of the property
which is the subject of this Application for Home Occupation
Permit submitted by Douglas J.A. Houk.
(2) That Norris and Stevens is authorized to execute all
documentation affecting the day -to -day operation of such
property.
(3) That Norris and Stevens has entered into a monthly
rental agreement with Douglas J.A. Houk and Ximena S. Houk,
husband and wife, for those premises known as 13660 S.W. Pacific
Highway, Apt. 52, Tigard, OR 97223.
(4) That the parties to this agreement to not intend to
restrict the others peaceful use or enjoyment of the subject
property.
(5) I give my consent to Douglas J.A. Houk to operate a
home occupation, subject to the following restrictions:
(a) The home occupation shall be a lawful business in
compliance with all state and local laws and ordinances.
(b) That the home occupation shall be operated entirely
within the dwelling unit.
(c) The use and storage of materials and products shall not
occupy more than 25% of the residence gross floor area.
(d) That the use shall be a secondary use to the primary
use of the residence as a dwelling.

(e) There shall be no exterior indication of the home
occupation; no exterior signs shall be used; no other on -site
advertising visible from the exterior shall be used which informs
the public of the use except the address of the home occupation
may be displayed.
(f) There shall be no outdoor storage or display of
materials, vehicles or products on the premises. Indoor storage
of materials or products shall not exceed the limitations imposed
by the provisions of the Building, Fire, Health and Housing
Codes.
(g) The applicant shall be required to obtain approval from
the relevant Fire District and Norris and Stevens prior to
storage of any flammable or hazardous materials on the property.
(h) The home occupation shall not include any retail sales
other than telephone sales.
(i) The home occupation shall not involve direct sales or
service from the property necessitating customer traffic to the
residence.
(j) The home occupation shall not produce any noise or
obnoxious odors, vibrations, glare, fumes, electrical
interference (detectable to normal sensory perception outside the
structure), traffic, and discharge of materials, gases or fluids
into the sanitary sewer and storm drainage systems which are
either in excess of what is normally associated with residential
uses or which exceed the performance standards set forth in
Section 18.90 of the Tigard City Code.
ATTACHMENT B
( 1 ) The home occupation shall not require any additional
parking other than that which is required for the residence.
(m) There shall be no more than three deliveries per week
to the residence by suppliers.
(n) That the home occupation will be operated in strict
compliance with the provisions of Chapter 18.142 of the Tigard
City Code and the conditions of approval.
(6) This consent and written authorization shall be become
a part of the rental agreement between the parties when duly
signed by each of the parties hereto.
(7) This consent and written authorization may be revoked
by the owner of the property if the conditions of the original
Home Occupation Permit or any renewal thereof are not satisfied.

APPLICANT'S STATEMENT
IN RESPONSE TO QUESTIONS ATTACHED
TO APPLICATION FOR A HOME OCCUPATION PERMIT
The following answers are being submitted in response to
certain questions attached to the application for a home
occupation permit submitted by Douglas J.A. Houk doing business
as Oregon Administrative Law News.
1. Applicant is the sole owner of Oregon Administrative Law
News. I do not employ any paid or unpaid employees, nor
do I have any plan for hiring employees.
2. Applicant does not have any customers or clients coming to
my residence. All retail sales are obtained via the telephone
and /or the United States Postal Service.
3. Applicant will receive delivery of documents from various
agencies of the State of Oregon via the United States Postal
Service on a regular basis. Applicant, on occasion, will
receive delivery of documents from United Parcel Service,
but only to the extent such documents are shipped by the
various state agencies through United Parcel Service.
Applicant will, on occasion, ship copies of my newsletter
via the United States Postal Service, though I make all
local deliveries in the Portland Metro Area personally.
4. Applicant has some difficulty in answering this question.
My normal hours of operation shall be between 8:00 a.m.
and 5:00 p.m., Monday through Friday. Because of the
nature of my business the actual hours and days of operation
can and will vary.
5. Applicant's business consists of indexing documents on
a personal computer. As such, applicant does not believe
my business will generate any noise which can be heard
outside of the structure.
6. Applicant's residence is 980 square feet in total floor
space. Of those 980 square feet, 143 square feet including
storage space will be devoted to the operation of my
business. The balance of 837 square feet will be devoted
exclusively for my personal living space.
7. The only vehicle associated with this business is my
personal automobile which will be parked in an uncovered
parking space in the close vicinity to my residence. Further,
Applicant is unable to garage said vehicle as no garage
facilities are upon the property.
