merchant promotional and organizational efforts, City Center could be very
competitive kin attracting new businessses, and new customers. Rents wll
increase with building improvements, of course, but they should remain quite
attractive to the small entrepreneur compared to rents elsewhere.
WHAT IS THE ECONOMIC POTENTIAL OF DOWNTOWN?
Market research clearly indicates sufficient market demand for high density
residential and commercial (retail and office) development within the market
area. However, because fo existing constraints to development in the city
center are it is unlikely that the downtown could capture a significant portion
of projected demand for residential and commercial uses if no action is taken
stomitigate thsoe constraints. The greatest deterents to new investment by
private developers in the area are: lack of vacant buildable land, to many
small parcel under multiple ownerships, incompatible existing land uses, poor
perception by private investors of the overall image of the downtown, lack of
identity, physical access problems to the downtown and parking shortages
constain the achieveable level of commercial activity thus hamnpering
significant new development.
WHAT IMPROVEMENT OPPORTUNITIES ARE PRESENT IN DOWNTOWN?
1. Downtown's (and Tigard's) "Main Street" is Main Street and Mainstreet needs
to be rebuilt. The street looks unattractive with its broken sidewalks,
potholes, overhead wiresk, and lack of street furniture and landscapings.
2. Many of the older buildings in the City Centersdsneed face - lifts. The
area looks old, unprosperous, and somewhat worn. The face - lifting of
buildings, with the street improvement, would create an attractive environment
that the public would enjoy, and that would increase the merchants' pride.
3. The Main Street area of downtown lacks a convenient customer parking lot,
clearly signed for that purpose. The lack of clearly defined public parking
discourages patronage in downtown, and provides a major incentive for the
stronger downtown retailers to relocate to shopping centers which have plenty
of parking and other conveniences. Thhe lack of public parking also
discourages new retailers, who expect to draw customers, to locate in downtown.
According to many realtors, the lack of downtown parking is clearly a major
drawback in recruiting new tenents for vacant buildings in downtown.
4. Downtown could improve its mix of businesses. More retail and office uses
should be recruited to replace the many lost over the past decade. Retail and
office uses attract people which help enliven downtown amd increase business
activity for everyone. Many businesses in downtown function independently of
