APPLICATION: A request by Ellen M. Nesbitt for a Home Occupation Permit to operate an
errand service (d.b.a. "All About Town Services ") on property zoned
R- 12(PD)(Multi— family Residential, 12 units /acre, Planned Development). Location:
14220 SW 112th, #7.
DECISION: Notice is hereby given that the Planning Director's designee for the City of
Tigard has APPROVED the above application subject to certain conditions. The findings
and conclusions on which the Director's designee based his decision are as noted below.
A. FINDING OF FACT
1. Background
No previous applications have been reviewed by the Planning Division staff with
respect to the subject property.
2. Vicinity Information
Properties immediately to the east and south are zoned and developed C —G
(Commercial — General). Properties to the west are zoned and developed R -4.5
(Single Family Residential, 4.5 units /acre). Properties to the north are zoned
and developed as R -3.5 and R -7 respectively (Single Family Residential, 3.5 and
7 units /acre).
3. Site Information and Proposal Description
The Colonies Apartments currently occupy the site. The applicant's home is
1,025 square foot apartment unit of which she plans to use 135 square feet for
the business. This does not exceed the maximum allowable gross floor area of 25
percent. The applicant intends to use the remainder of the apartment as a
residence. No customer or clients will be coming to the residence. The
applicant will not have any non — resident employees coming to the home.
4. Agency and NPO Comments
NPO #3 will be notified of this decision and will be given the right to appeal.
B. ANALYSIS AND CONCLUSION
The proposal meets the provisions set forth in Chapter 18.142 of the Tigard
Municipal Code.
C. DECISION
Home Occupation Permit HOP 88 -05 is approved subject to the following conditions:
1. There shall be NO paid employees working in the home in conjunction with the
business who are not residents of the home.
2. There shall be no signs or advertising visible from the exterior of the premises.

3. There shall be NO customers or clients coming to the residence in conjunction
with the business.
4. The Home Occupation Permit shall be renewed annually.
5. A Business Tax shall be paid annually for the business.
6. There shall be no noise emitted from the home connected with the business which
is audible to abutting residences.
7. There shall be no outdoor storage of materials, vehicles, or products on the
premises. Indoor storage of materials or products shall not exceed the
limitations imposed by the provisions of the Building, Fire, Health, and Housing
Codes.
8. This approval is valid if exercised within one year of the final decision date
noted below.
D. PROCEDURE
1. Notice: Notice was published in the newspaper, posted at City Hall and mailed

2. Final Decision: THE DECISION SHALL BE FINAL ON ,a ob UNLESS AN

Section 18.32.290(A) and Section 18.32.370 of the Community Development Code
which provides that a written appeal must be filed with the CITY RECORDER within
10 days after notice is given and sent.

dry cleaning, taking pets to the Vet, mailing
packages, taking cars through DEQ, etc.
I will also take elderly peoplf for medical and
dental appointments, deliver people to the airport,
and other similar types of transportation.
