"Alternative Maintenance Systems ") to allow operation of a housecleaning service on property zoned R -7(PD) (Single Family Residential, 7 units /acre, Planned Development). Location: (WCTM 1S1 34CB lot 4800). DECISION: Notice is hereby given that the Planning Director's Designee for the City of Tigard has APPROVED the above application subject to certain • conditions. The findings and conclusions on which the Director's designee based his decision are as noted below. • A. FINDING OF FACT 1. Background No previous applications have been reviewed by the planning stiff with respect to the subject property. Anton Park subdivision was platted in June, 1985. 2. Vicinity Information Properties to the west, north and south are all zoned and are developed or are in the process of being developed as R -7(PD) single family residences. Properties to the south are zoned R -4.5 (Single family residential, 4.5 units per acre) and are being developed as the Millview Estates subdivision. 3. Site Information and Proposal Description The site contains a 1370 square foot residence. The applicant intends to use a small area of a 132 square foot bedroom for the business. The use as proposed would not occupy more than 25% of the residence. No customers or clients will be coming to the home. 4. Agency and NPO Comments NPO #7 will be notified of the proposal and given the right to appeal. B. ANALYSIS AND CONCLUSION The proposal meets all of the provisions set forth in Chapter 18.142 of the Community Development Code. C. DECISION Home Occupation Permit HOP 87 - 25 is approved subject to the following conditions: 1. There shall be no noise emitted from the home connected with the business which is audible to abutting residences. 7. There shall be no outdoor storage of materials, vehicles, or products on the premises. Indoor storage of materials or products shall not exceed the limitations imposed by the provisions of the Building, Fire, Health, and Housing Codes. 8. This approval is valid if exercised within one year of the final decision date noted below. D. PROCEDURE 1. I saw five (5) vehicles parked in front...BJM057 BME959, BRR526 ARC418, and FBP638. No activity seen from 10:45 a.m. to 11:05 a.m. u On September 9, 1988 at 7:45 a.m., I sat in my vehicle near the address and saw five (5) vehicles parked out front...NCZ009 8ME050 ARC418, 8TM057, and HRZ422. At 8:00 a.m. I saw the garage door open and three people (two female adults and one male adult) load janitorial items into the rear of a white Cadillac, i.e., sweepers, brushes, squeeze bottles, dusters, brooms, etc. Each person was dressed in shorts and a blue and white striped, polo type pullover shirt. At 8:10 a.m., they entered the vehicle and drove away. I left the area at 8:30 a.m. and saw no further activity. n On September 12, 1988, I parked near the address at 7:25 a.m. Two (2) vehicles were parked in front...NCZ609 and FPB638. I left at 8:00 a.m. without seen any activity. u On September 13, 1988 at 7:15 a.m., I parked near the address and saw one (1) vehicle in frunt...ARC418. At 7:30 a.m., I saw BVQ918 pull into the driveway and activate the garage door by remote control and pull into the garage. At 7:50 a.m., two (2) xehicleo...BME959 and BRR 526...drove up and parked in front of the address. A white male adult and a white female adult got out and went inside. At 8:00 a.m.., the same three adults who arrived in the above vehicles came out, loaded the white Cadillac again and drove away at 8:10 a.m. Each was again wearing the blue and white striped, polo type pullover shirts and shorts. Two (2) vehicles...FBP638 and NCZ699...were sitting on the street in front of the house. At 7:50 a.m., two (2) vehicles...BME959 and CXR650...arrived and parked across the street. A white female adult got out of the first vehicle and a white male adult got out of the second. They walked into the open garage and went inside the house. At 8:00 a.m. both vehicles in the driveway were loaded with supplies. Three people got into the white Cadillac (HRZ422) and drove away. Two people got into the red Datsun (ARC418) and drove away. All of the people involved were wearing the blue and white striped, polo type shirts mentioned previously. On 02/08/89 at /near 2:OOpm I drove by the address above and saw the following vehicles parked out front...'73 Mazda Stationwagon (FPB638), '86 FORD (LUS281), '88 Chevrolet (PUN015)..see enclosed printout for vehicle information. I sat for 30 minutes observing the house without seeing any activity. 2. On 02/09/89 at 7:30am I parked just North of the house. I saw the '73 Mazda Stationwagon (FPB638) parked in the same position. At 7:50am I saw an '86 Chrysler (NFX374) pull into the driveway and a white female adult get out and enter the house. At 7:55am two vehicles arrived and parked across the street..'86 FORD (LUS281) & '88 Chevrolet (PUN015). A white female adult got out of each vehicle and entered the house. I saw the garage door open at 8:05am and the females from all vehicles be- gin to put janitorial supplies in the trunk of the '86 Chrysler..ie dust brushes, rags, various supplies. The all entered the Chrysler and drove away. 3. On 02/10/89 at 7:45am I parked North of the address to observe. The '76 Mazda (FPB638) was parked in front as the prior times. The '86 Chrysler was parked in the driveway. At 8:OOam the '86 FORD (LUS281) arrived and parked across from the house. The same white female adult got out and went inside. At 8:05am a '78 Oldsmobile (EMK336) parked behind the Mazda and a white female adult went inside. At 8:10am the '86 Chrysler was a- gain loaded with cleaning items plus a vacuum cleaner with hoses. The females drove away in the Chrysler at 8:17am.
