APPLICATION: Request by Jim Haas for approval of a Home Occupation Permit to allow the
operation of a janitorial services, painting and general cleaning business (d.b.a.
Spring Cleaners of Portland) to be conducted from a residence on Property zoned R -12
(Multi — Family Residential, 12 units per acre) and C —P (Professional /Administrative
Office Commercial). Location: 11580 SW Hall Blvd. #4 (WCTM 1S1 35DD Tax Lot 1600)
DECISION: Notice is hereby given that the Planning Director for the City of Tigard has
APPROVED the above application subject to certain conditions. The findings and
conclusions on which the Director's designee based his decision are as noted below.
A. FINDING OF FACT
1. Background
No previous applications have been reviewed by the Planning Division for this
property.
2. Vicinity Information
The subject property is surrounded by R -12 zoning to the east and south and C —P
(Professional /Administrative Office Commercial) zoning to the west and north.
Development patterns in the vicinity are mixed with single family residence,
another apartment building, an office complex and a retail complex all in close
proximity to this property. Tigard Plaza and other retail /commercial uses occur
in a CBD (Central Business District) zone south of the site.
3. Site Information and Proposal Description
There is a 12 unit, two story apartment building on the site called Willow Creek
West. The applicant is a resident in the building and proposes to conduct a
home occupation from his apartment. The proposed home occupation will involve
the operation of a janitorial services, painting, and general cleaning business.
4. Agency and NPO Comments
NPO #4 will be notified of the Director's decision and will be given the right
to appeal.
B. ANALYSIS AND CONCLUSION
This proposal meets the provisions set forth in Chapter 18.142 of the City of
Tigard's Community Development Code. The Code allows for up to 25 % of the a
residence to be used for a home occupation. In this instance the applicant is
permitted an allowance of up to 182 square feet of the residence for use in a home
occupation. The proposed use of 65 square feet which the applicant contemplates
using falls significantly under the permitted allowance.
C. DECISION
Home Occupation Permit HOP is approved is approved subject to the following
conditions:

1. There shall be NO paid employees working in the home in conjunction with the
business who are not residents of the home.
2. There shall be no signs or advertising visible from the exterior of the premises.
3. There shall be NO customers or clients coming to the residence in conjunction
with the business.
4. The Home Occupation Permit shall be renewed annually.
5. A Business Tax shall be paid annually for the business.
6. There shall be no noise emitted from the home connected with the business which
is audible to abutting residences.
7. There shall be no outdoor storage of materials, vehicles, or products on the
premises. Indoor storage of materials or products shall not exceed the
limitations imposed by the provisions of the Building, Fire, Health, and Housing
Codes.
8. This approval is valid if exercised within one year of the final decision date
noted below.
D. PROCEDURE

Dear Sirs,
Spring Cleaners of. Portland is primarily a janitorial
services company at this time, engaged mostly in apartment
cleaning. However, we will soon be branching out into a
limited mount of painting, mostly of the apartments we are
cleaning, and we also do a variety of other related jobs as
they come up: i.e. house cleaning, office cleaning, cleaning
of windows and common areas in apartment complexes, etc.
Therefore, it would be greatly appreciated if the City of
Tigard would issue us a business license that would permit
• any or all of these services.
