Based on the structural conditions of moving the stairways and the stage of construction this project is in, we are approving the alternates subject to the following conditions. This review was performed under the provisions of the State of Oregon Structural Specialty Code (OSSC), 1998 edition and the International Building Code (IBC), 2000 edition. • The current configuration of the exit enclosures does not meet the provisions of OSSC Section 1004.2.4. The overall diagonal of the building is 114 feet requiring the exits to be separated a distance of 57 feet. They are currently 32.5 feet apart. The revised plans show one -hour rated exit passageways on all three floors at the north end of the building. This puts the required exits approximately 38 feet apart. You have requested Exception 2 of IBC Section 1004.2.2.1 be utilized as an alternate which allows the exit separation to be reduced to one -third the overall diagonal when the building is equipped throughout with an automatic sprinkler system. One -third of 114 feet is 38 feet. We understand that an automatic sprinkler system will be installed. The IBC is a nationally recognized document containing similar provisions as the OSSC. In accordance with OSSC Section 104.2.8, for alternates, we believe this provides an equal degree of safety and this request is hereby approved. • OSSC Section 1005.3.4.4 states that openings into exit passageways shall be limited to those necessary for egress from normally occupied areas. The revised plans show the main floor restrooms opening into the main floor exit passageway. Due to the hardship of reconfiguring the under -slab plumbing and to minimize the possibility of compromising the structural footings, you have requested that we approve an alternate for the existing configuration. Your proposal is to construct the walls separating the restroom and exit passageway with 2 -hour fire - resistive construction with 90- minute doors. These two restrooms contain only 1 water closet and 1 lavatory each and will only be used by a single occupant at any given time. All doors opening into the exit passageways and exit enclosures shall be provided with doors with a maximum transmitted temperature end point not exceeding 450 F above ambient at the end of 30 minutes of the fire exposure specified in UBC Standard 7 -2. OSSC 1005.3.3.5, 1005.3.4.4. 2. Penetrations into or through exit passageways are prohibited except for those serving the exit passageway such as sprinkler piping, standpipes, and electrical conduit terminating is a listed box not exceeding 16 square inches. OSSC 1005.3.4.4. 3. Penetrations into or through exit enclosures are prohibited except for those serving the exit enclosure such as ductwork and equipment necessary for independent stairway pressurization, sprinkler piping, standpipes, and electrical conduit terminating is a listed box not exceeding 16 square inches. OSSC 1005.3.4.4. 4. Automatic - closing fire assemblies shall have one heat - actuating device installed on each side of the wall at the top of the opening and one on each side of the wall at the ceiling height where the ceiling is more than 3 feet above the top of the opening. OSSC Section 713.2, 713.6.1 5. There shall not be enclosed usable space under stairways or ramps in an exit enclosure. The open space under such stairways shall not be used for any purpose. OSSC Section 1005.3.3.6. 6. Exit signs shall be provided and illuminated in accordance with OSSC Sections 1003.2.8 and 1003.2.9. 7. Hoyt RE: Green Office Building Attorney at Law Dear Greg: I write to follow the last portion of our conversation during today's site visit. At that time, 1 provided you a stamped detail from Ankrum Moisan Associated Architects showing a detail which deleted the sheetrock from the exterior of the building. The deletion of the sheetrock was based upon the fact that the bricks would provide the necessary four inch thick 75 solid material to provide the required one hour firewall. Because the bricks provide the firewall, the sheetrock was not necessary. You reviewed the documentation and materials on -site, and indicated you wished to do some research back at the office, but would let both Mr. Green, and 1, know today as to whether the revised plan would be acceptable. As we discussed on site, it is essential that we know whether the sheetrock can be deleted today. As the building currently sits, enough sheetrock is installed on the building to allow the crews to continue to work through the end of today. Starting tomorrow, however, they will reach portions of the building where sheetrock has not been installed. Accordingly, if the addendum is not approved, additional materials and work will have to be performed, which could be unnecessary. Therefore, it essential we know as soon as possible. If there is any further information I can provide you to help you evaluate this matter, please let me know. Exiting System Only Due to some concerns brought forward by the Building Official, an additional Exiting review has been performed on the above referenced structure. One exit per room required (first floor only) Second and third require two exits from each room when the floor or area exceeds 9 occupants. sec.1004.2.3.2 Two exits from each story required sec.1004.2.3.2 2) Separation of exits sec.1004.2.4: Each required exit door serving room or area shall be separated half the diagonal of the space served. Each exiting system shall be separated half of the overall diagonal of the story Minimum separation of Exit Enclosures is 30 feet. 3) Exit enclosures required with exit passageway section 1005.3.3.2: One of the two stair towers is required to be constructed as exit enclosure with passageway. By exception, the other may pass through the street floor lobby, provided the entire floor is protected with automatic sprinklers. (Plans do not show a sprinkler riser room.) Minimum construction: one -hour Extent or enclosure: V2 of the required exits are required to be in an enclosure. (exception) Openings and penetrations: Openings are limited to normally occupied spaces into the enclosure. (No restrooms, storage rooms, and equipment rooms) Doors: min one -hour rated with self - closures. Penetrations: Are Prohibited. See exceptions. 4) Stair construction: 604.4.2 5) Exit passageway: 1005.3.4 required from the exit enclosure to exterior. Openings 1005.3.4.4 "Elevators shall not open into an exit passageway. Doors: Minimum one -hour rated. Due to the major code items identified in this letter the entire structure must be redesigned and submitted for review per Section 106.4.3 Oregon Structural Specialty Code..
