Dear Mr. Budd:
This letter is in response to your request for a written determination
regarding which Community Development Code use category would apply to the
Precision Graphics printing business. The interpretation is based upon the
following facts:
1. The business primarily involves the printing of stationary and general
commercial printing.
2. No book, magazine, or newspaper publishing takes place.
3. The business consists of sales orders (75 %) and walk -in customers (25 %).
4. The business currently operates with approximately 25 employees and may
expand up to 45 employees.
The Code does not have a specific definition pertaining to printing or
publishing. In such cases, the Director has the ability to chose the
definition or use category which is most similar to the business in question.
The two Code definitions which have the closest relationship to printing are
defined below:
1) Business Support Services:
Refers to establishments primarily engaged in the provision of service of a
clerical, employment, protective, or minor processing nature to firms rather
individuals, and where the storage of goods other than samples is prohibited.
Typical uses include secretarial services, telephone answering services, or
blueprint services.
2) Light Industrial - Manufacturing of Finished Products:
The manufacture of finished products from previously prepared materials
(excluding raw materials).
I conclude that Precision Graphics should be categorized as a Business Support
Service for the following reasons:

1. The business is primarily oriented toward serving commercial clients.
2. No product fabrication is occuring, such as book binding and publishing.
3. The printing of stationary and related products is of a "minor
processing nature to firms rather than individuals" and does not
constitute the "manufacture of finished products ".
4. The business is a related version of photocopying or blueprinting
businesses which are considered as Business Support Services.
Business Support Services are permitted in the C -P (Commercial Professional),
C -G (Commercial General), CBD (Central Business District), and I -P (Industrial
Park) zones.

Gentlemen,
We want to build approximately 25,000 to 30,000 sq.ft. of building
on the DeHarport property known as 2S 1W 2AB Tax lots 5300 & 5301
(approx. 1.70 Ac.) located on Burnham Street.
We are presently located on S.W. Burnham St. and have been here for
approximately 5 years and the location fits your needs very well.
However the owner will not sell this property and our business
needs to expand.
We presently employ approximately 25 people and a new facility
could employ up to 45 people. Through our preapplication hearing,
we understand we would need approximately 86 parking spaces or
about 17,000 sq.ft. for landscaping. So the site fits us very well.
Under the zone of Central Business District, we believe we would
come under the area of Business Support, approximately 25% of our
business is walk in traffic and 75% through sales people. Most
other similar operations as ours in other cities are located in
downtown areas.
We do all kinds of printing: office stationery, general commercial
printing, etc. We are not manufacturers but alter a product, by
printing, instead of making the product.
We are willing and able to comply with Engineering as set out by
Greg Berry and want to build a architecturally designed aggregate
concrete building.

stating we can go to work on above site and we will start the
process. If you have any questions or would like to visit our
