INTERPRETATION: You have indicated that the two medical office buildings on the property located on the
southwest corner of SW Pacific Highway and Garrett Street (WCTM 2S1 2CB, Tax Lots
2300 and 2301), should be considered as separate projects and not combined as a single
development. Of particular concern is the effect that this interpretation has upon the
allowable number of freestanding signs which would be permitted.
To make an interpretation on this matter, the following factors were considered:
1. Site Development Review (File No. SDR 89 -17) was approved in August, 1989, for a
7,700 square foot medical center located on tax lot 2300 with access onto the driveway
which serves Tigard Marketplace and several other businesses. The approved plan
included shared access with the Tigard Medical Center on tax lot 2301. This older building
and related improvements were approved as a conditional use in 1976 (CU 2 -76) with
separate access onto Garrett Street.
2. Both buildings have the necessary parking provided on their respective parcels and
only a driveway connection between the two projects is shared.
3. The two buildings are and have been on legally separate parcels.
In the application of the Code to the particular circumstances relating to this property and
its subsequent development, staff concludes that the two office buildings and the related
parcels are separate projects which are each entitled to one freestanding sign with a
maximum size of 70 square feet per side for a total sign area of 140 square feet and a
maximum height of 20 feet. The Code allows one -foot of additional sign area for every
foot of setback up to a maximum size of 90 square feet per side with a 20 -foot setback.
The maximum height may increase to 22 feet with a 20 -foot setback. Sign permits must
be obtained prior to installation of these signs.
