F TOPIC: Allocation of floor area to retail in I -P Zone
INTERPRETATION: The I -P zone allows no more than 20 percent of the total square footage of a development
complex or structure as general retail sales. Your client, Western Stone & Metal Corp.,
desires to establish operations in the structure now known as the Times Building, located
at 9730 SW Cascade Boulevard (tax lot 100 1S1 27DD). With the addition of 592 square
feet of building space, approximately 24,142 square feet of building floor area will exist.
Twenty percent, or 4,828 square feet, can be allocated to retail sales.
The I -P zone also allows professional and administrative offices as well as the
manufacturing of finished products as outright uses. The purpose of the I -P zone, among
others listed under Development Code Section 18.68.010 A., indicates that the I -P zone is
to combine light manufacturing, office, and complementary commercial uses.
Western Stone & Metal Corp. imports diamonds and other precious stones. The
diamonds and stones are selected by the customer and are then crafted and assembled
into jewelry products by the company's jewel makers. This, in effect, is custom jewelry
manufacture or light manufacturing. It is appropriate to be classed as Light Industrial, the
production, processing, assembly or treatment of products. Square footage of a structure
utilizing and serving jewelry manufacture would be appropriate as an industrial use
permitted outright in an I -P zone.
Since professional and administrative services are allowed as an outright use in the I -P
zone, it is appropriate to allocate square footage for this type of use.
Areas available and primarily serving the buying public should be allocated to general retail
sales including sales offices, service areas, showrooms and display space.
Joint usage facilities and floor areas such as the restrooms, vault, and general room
should be allocated 50 percent to non - retail uses and 50 percent to the retail uses.
Based on the above, a review of plans submitted June 4, 1991, indicates 4,823.6 square
feet of floor area attributable to retail usage. This is below the maximum 4,828 square feet
allowed by the subject building and, therefore, meets code requirements.

This letter is in response to your inquiry regarding how to
allocate floor area to retail use in an I -P, Industrial Park
District.

Joint usage facilities and floor areas such as the rest rooms,
vault and general room should be allocated 50 percent to non retail
uses and 50 percent to the retail uses.
Based on the above, a review of plans submitted June 4, 1991
indicates 4,823.6 square feet of floor area attributable to retail
usage. This is below the maximum 4,828 square feet allowed by the
subject building and therefore meets code requirements.
Expansion of floor area beyond_20 percent would be best facilitated
by application for a comprehensive plan map and zone change.

time an appeal of the interpretation may be filed according to the
provisions of Chapter 18.32.
