Terracon Consultants, Inc. provided geotechnical observation during construction of Geopier
elements below footings at the WinCo Foods Store addition project in Tigard, Oregon. A
representative of Terracon was on -site continuously to observe the Geopier construction. Our
site observations have been documented in daily field reports, and a brief summary follows.
Geopier Observation
Terracon prepared the geotechnical report dated May 11, 2007. The Geopier Plans were
prepared by Geopier Foundation Company West and dated May 12, 2008.
Geopier elements were observed during excavation for diameter, depth and for the presence of
groundwater seepage and or caving of the sidewalls. The Geopier elements were typically
constructed by filling the excavations with imported gravel fill that was placed and compacted in
lifts that varied from about' to 2 feet thick. The imported gravel material consisted of either 2"
to 3" clean gravel (low fines content) placed in the lower portion of the excavations. Within the
upper 2 to 5 feet of the Geopier shaft, 1 -1/2" minus gravel material was typically placed in 1 /2 to 1
foot lifts and compacted using the tamper. The gravel fill lifts were observed to be compacted to
firm and unyielding condition. Imported lime- treated silty sandy gravel was used for the fill lifts
placed in the upper 2 to 3 feet of the Geopiers at column lines 11 -D.3, 11 -C.8, and 10 -C.5 (north
and south) (denoted #'s 29, 30, 35 and 36, respectively). The imported lime- treated materials
are considered suitable for Geopier construction.
The Geopier excavation sidewalls at column lines 11 -0.5, 11 -C.8, 10 -C.8 and 10 -F.5 (south)
(denoted #'s 29, 30, 38, and 43, respectively) experienced some caving or sloughing during
excavation and the contractor temporarily backfilled these excavations with imported lime -
treated silty sandy gravel fill to prevent additional sloughing. The lime- treated fill was used to
reduce the caving and stabilize the sidewalls temporarily for excavation of the Geopiers to the

design depth. At 11 -D.5, significant caving was observed between depths of about 9 to 16 feet
bgs. The Time- treated fill was placed in lifts of about 1 to 2 feet and compacted with the tamper.
At the other three locations noted, limited sloughing of the sidewalls was observed, and the
Time- treated backfill was only loosely placed in the excavations by the contractor. These
Geopier excavations were re- drilled through the lime- treated backfill and the Geopiers were
then constructed as described above. In our opinion, the lime- treated fill that remained on the
sidewalls of the excavations would have been densified by the compactive effort of the tamper
during placement of the gravel fill.
In our opinion, the Geopier elements appeared to be constructed in general accordance with the
project plans and the recommendations in the geotechnical report.

RE: As -Built Report
GEOPIER Intermediate Foundation System
WinCo Foods Store #23 Addition
Tigard, Oregon
Dear Mr. Brien,
All Geopier elements for the WinCo Foods Store #23 Addition in Tigard, Oregon have been installed and approved
by our firm for support of the design loads. The design called for 30 -inch diameter Geopier elements drilled to 20
feet below construction grade or to tag the underlying firm silty clay identified at depths of 17' to 20' in the
geotechnical explorations by ZZA/Terracon.
The piers as -built were at least 30" diameter and were drilled to the design pier length. The dynamic penetration test
conducted during Geopier element construction exceeded the specified penetration of 15 blows. Each lift was
stabilized by essential refusal of the tamper.
The piers were installed at locations staked by your surveyor.
The attached Daily Aggregate Pier Progress Report documents as -built information for each of the piers installed.
Very truly yours, •
