The Tigard-Tualatin School District has requested a variance to the 30-foot height limit of the R-4.5 Zoning District. The variance is for a proposed gymnasium expansion. The proposed'gymnasium expansion would raise the building height to 43 feet. A variance to the minimum parking standards for a high school use is also requested. The second variance is related to both the gymnasium expansion, and a classroom expansion. The school district has also requests Minor Modification approval to the original Conditional Use Permit under which the school was developed for the gymnasium and classroom expansion. The facility has been the subject of seven (7) expansion requests since 1974. The expansions have been for a variety of facility additions and upgrades, as well as classroom additions. The site has also been the subject of two (2) other variance requests related to these expansions. Vicinity Information: The high school abuts detached single-family residential uses to the north, south, and west. The school is adjoined by industrial uses along SW 92nd Avenue. Site Information and Proposal Description: The site is presently developed with a high school. The total facility includes approximately 238,986 square feet of classroom and related facilities' buildings. The proposed expansion is a total of approximately 15,000 square feet. Additional classroom space of approximately 11,360 square feet would be developed. The gym would be expanded by approximately 3,600 square feet. The entire existing gym roof is also proposed to be replaced. SECTION IV: APPLICABLE REVIEW CRITERIA AND FINDINGS COMPLIANCE WITH COMMUNITY DEVELOPMENT CODE SECTIONS: Conditional Use: Section 18.130.040 contains the following general approval criteria for a Conditional Use: 1. The site size and dimensions provide adequate area for the needs of the proposed use; 2. The characteristics of the site are suitable for the proposed use considering size, shape, location, topography, and natural features. 3. All required public facilities have adequate capacity to serve the proposal. 4. The applicable requirements of the zoning district are met except as modified by this chapter. 5. The supplementary requirements set forth in Chapter 18.114 (Signs) and Section 18.120.180 (Approval Standards) Site Development Review, if applicable, are met. 6. The use will comply with the applicable policies of the Comprehensive Plan. The use, as proposed, complies with all site development standards set forth for a school. use within the R-4.5 zoning district. The property is physically separated from existing residential development due to its location. All required public facilities are available, or can be made available to this site. NOTICE OF DECISION VAR 96-0014 - Tigard High School Expansion Page 2 No unique, natural features have been noted on the portions of the site that are proposed to be developed with the expansion. The building additions, as proposed, will comply with the setbacks standards for a school use. Setbacks in excess of the 30-foot front yard, 20-foot side yard, and 30-foot rear yard requirements, are provided through this expansion. A variance to the building height has been requested as part of this action. For this reason, the building height standard has been addressed. Neither the Conditional Use Permit nor the R-4.5 zoning district provisions require the maintenance of a certain percentage of landscaping to impervious surfaces. For this reason, the additional impervious surface areas that are proposed do not exceed a minimum standard. A variance has also been requested to the minimum parking ratio standard for a high school use. The reasons for the variance are discussed in the paragraph following the next one below (Section 18.134.050). The Comprehensive Plan is implemented through the adopted Community Development Code. The specific applicable approval standards of the Community Development Code are addressed elsewhere within this report. Section 18.134.050 allows the Director to approve, or approve with conditions, variances to the development standards of the Community Development Code. The school district has proposed a gym expansion that would raise the building height from 39 to 43 feet. A variance has also been requested to provide fewer parking spaces than the minimum required for a high school use. The second variance is related to both the gym expansion and a classroom expansion. Variances are required to be found in conformance with the following findings: The proposed variance will not be materially detrimental to the purposes of this title, be in conflict with the policies of the Comprehensive Plan, to any other applicable policies and standards, and to any other properties in the same zoning district or vicinity. The proposed variance will allow the existing gym facility to be remodeled to be a height of 43 feet from its current non-conforming height of 39 feet. The proposed height is necessary for volleyball and basketball sports activities that are planned for the gym facility. A minimum interior clearance height of 26 feet is recommended for basketball, and 23 to 41 feet clearance for volleyball based on Architectural Graphics Standards information that has been provided. The proposed interior truss structure height will result in a clear interior height from a low point of approximately 21 feet, to 30 feet at the center of the truss. Currently, a continuous 22 feet is provided. Therefore, the building height that is proposed will adequately comply with the recommended height requirements, but does not greatly exceed the recommended minimum standards for the type of sports uses. The school district has also proposed to remove certain existing parking spaces and reduce on-site parking from the existing 616 total to 594 spaces. A minimum of 856 spaces is required by the Community Development Code based on the number of students, the number of -faculty, and the size of the auditorium area proposed to be developed. The parking variance appears warranted because on site parking is physically limited through the use of a permit system. No more than 254 parking permits are issued for on-site student parking. Adjoining neighborhoods presently have in place a permit parking system where on-street parking is limited only to those within the neighborhood who have been issued such permits by the City. NOTICE OF DECISION VAR 96-0014 - Tigard High School Expansion Page 3 There are special circumstances that exist which are peculiar to the lot size, shape, topography or other circumstances over which the applicant has no control, and which are not applicable to other properties in the same zoning district. The gym height is dictated by the requirements of the sports uses that are planned to take place at this facility. A lower roof height would limit the types of sports uses that can take place due to the roof and related structures being too low to accommodate the typical heights needed for basketball and volleyball use. The parking variance appears warranted because on-site parking is limited through the use of a parking permit system. No more than 254 parking permits are issued for on-site parking. Adjoining neighborhoods presently also have in place a permit parking system where on-street parking is limited to those within the neighborhood who have been issued such permits by the City. Due to the limited area available for development, constructing the necessary number of parking spaces would require extensive remodeling of other existing school facilities and/or the loss of areas used as sports fields. The use proposed will be the same as permitted under this title and City standards will be maintained to the. greatest extent that is reasonably possible while permitting some economic use of the land. The variance will allow the applicant to fully utilize the gym for its intended purpose. Remodeling the structure to comply would make the gym facility unusable by students for the intended sports activities such as basketball and volleyball. The high school presently has 606 parking spaces through this modification, the site would then have approximately 594 spaces. Because student parking is limited to no more than 254 spaces through a parking permit system, the remaining parking spaces are expected to be sufficient to serve the school facility. Because of the permit system, this facility can provide sufficient on-site parking even with the proposed expansion. Existing physical and natural systems, such as but not limited to traffic, drainage, dramatic land forms or parks will not be adversely affected any more than would occur if the development were located as specified by this title; and... Due to its limited nature, neither variance affects the above listed natural and physical systems. The variances allow modifications to a heavily developed high school facility in such a way so as to limit the number of new parking spaces or paved areas that would need to be developed. Given the limited room available on-site the construction of new parking spaces would likely require extensive remodeling of other school facilities and/or the removal of existing sports field area. The hardship is not self imposed and the variance requested is the minimum variance that would alleviate the hardship. Although, the gym, as proposed, would not comply with the height limit of the R-4.5 single-family zoning district, the gym is located within the 40 acre high school site rather than immediately adjacent to a residential use. The building height variance is due to a hardship related to the purpose for which the gym facility is developed. The new building height is the minimum necessary for the sports uses that are proposed for the remodeled gym facility. SECTION V: OTHER STAFF COMMENTS The Engineering Department and Building Division have reviewed the proposal and have offered no comments or objections. These agencies will be able to request that the decision be amended, or set aside if the requested setback variance would conflict with the provision of necessary services or with existing utilities. Construction Impact: At the gym extension, we loose a total of 30 spaces for the building plus the relocated driving lane. We do add 4 new handicap size spaces at the gym, so the net loss is 26 spaces (this based on our present site plan). Back at the classroom addition, there is presently one handicap space. We add one new handicap space plus 3 standard spaces in this area, bringing our net loss to 22 spaces total. Net parking available: 594 3. Code Requirement Staff Parking: With 135 on staff and a requirement of 1.5 per staff member the total is 203. Student Parking: With the total student population after the expansion expected to be 1800 and the requirement of 1 per each 6 classroom seats the total is 300. DULL OLSON WEEKES A R C H I T E C T S MEMORANDUM DATE 12/09/96 TO: Mr. Mark Roberts City of Tigard Planning Department FROM: Keith Johnson RE: Variance Request for Tigard High School Gymnasium Project Dear Mr. Roberts: The purpose of this memo is to outline in a narrative manner the evidence we feel is supportive for granting a variance to the 30' building height limitation for the R4.5 zone in which the school is located. On behalf of the Tigard School District, we request approval of a maximum height of 41 feet at the roof ridgeline, and a maximum building parapet height of 43' also at the ridgeline. The parapet will slope downwards with the 4/12 pitch of the roof. The existing gymnasium building has a wood truss roof structure which will be replaced as part of the remodel/expansion project. The top elevation of this structure is approximately 39' above finished grade. The bearing elevation for these trusses is just over 23 feet. The main goal of the remodel/expansion project is twofold: improvement of the functional quality of the gym by bringing it into a state comparable with the design criteria employed by other high school . facilities in the area, and upgrading the safety of the building with respect to current UBC code requirements. Both of these objectives will be accomplished by replacement of the wooden trusses which do not meet code by a pitched steel truss. The new truss will be top chord bearing at the 23 foot elevation. The structural engineering of the new truss has been performed under the directive to minimize the building height, while providing a functional and economically efficient design. We recognize the purpose of setting building height limitations in a residential zone. The location of the proposed high point (43 feet) of the gym on the school property exceeds a distance of 220 feet measured perpendicular to Durham Road, and 350 feet perpendicular to SW 92"d Avenue. Given these setback distances, the increase of 4 feet in the building height (from the present 39 feet to 43 feet) will not compromise the purpose and spirit of building height limitations established in the city code. ARCHITECTURE / PLANNING / INTERIOR DESIGN 319 SW WASHINGTON ST., NO. 200 / PORTLAND, OR 97204 / (503).26-6950 FAX (503) 273-9192 Additionally, the design of the gym facade will enhance the appearance of the complex when viewed from Durham Road, and thus will not have an adverse effect on other properties in the neighborhood: the new sloped parapet and roofline will actually result in less visible roof surface when viewed from Durham, and will have a color and pattern to improve the visual appearance of the roof from SW 92"d. proposed finish materials for the wall surfaces will be comparable with those used in the last addition of the Commons and Administration areas. There is no change to permitted land use involved in this request. In fact, the existing football grandstand and the auditorium building are large-scale structures which have been permitted to be constructed in close proximity to the property lines. A positive result of remodeling the present gym is that existing traffic circulation patterns, drainage, and the physical use of the land are not altered, as they would be if an entirely new facility were constructed. The overall impact of this project on the surrounding properties is much less than that of either the auditorium and grandstand, and in reality will have no detrimental effect to the neighborhood. This request is also supported by the functional requirements used in the planning and design of new high school gymnasium facilities. Architectural Graphic Standards recommends a minimum interior clear height of 26 feet for basketball, and 23 feet to 41 feet clear for volleyball (see attached copies). The proposed truss structure will result in a clear interior height from a low point of approximately 21 feet to 30 feet at the center of the truss. These heights are at the more conservative end of the recommendations given in Graphic Standards. The present structure has a flat ceiling which is less than 22 feet above the entire court. We feel that the variance requested is the minimum required to bring the facility up to current code and functional standards. Our goal in the. design of this project is to achieve functional objectives for the owner and to improve the quality of the built environment in Tigard. Thank you for your consideration. The modification would expand the swim center by 2,940 square feet. The Tigard Community Development Code, Conditional Use Permit Review Section, states: "If the requested modification meets any of the major modification criteria, that this request shall be reviewed as a new Conditional Use Review application." Section 18.130.050(8) states that the Director shall determine ' that a major modification(s) will result if one (1) or more of the following changes are proposed. There will be: 1. A change in land use. The request for additional swim center square footage does not classify as a change of land use. 2. An increase in dwelling unit density. This criteria is not applicable as this request does not involve residential dwelling units. 3. A ten (10) percent change in the ratio of different types of dwelling units to the number of units. This criteria is not applicable as this request does not involve residential dwelling units. 4. A change in the type of commercial or industrial structures. The proposed modification requires no change of the structure as defined by the Uniform Building Code. 5. A change in the type and location of accessways and parking areas where off-site traffic would be affected. Following is a brief summary of the scope of the project along with the required narrative. The addition represents an increase of about 27% to the floor area, however to our knowledge there is no previous area specified for this site. 7. The project has minimal impact to the open space around the building. The existing soccer fields to the east (useable open spaces) are not affected in any way. The project will greatly improve both the function and appearance of the building entry from the west (parking lot) side of the structure.
