This property has the potential for at least 36 tenants in 5 separate buildings. With the Campus layout of this property rather than a strip layout, many tenants have no direct exposure to street fronts. This type of identification is critical to the tenants' success. At a minimum it is essential to have their identity on the freestanding signs at the driveway. The current signs are already overloaded, and do not have adequate space for all the tenants. The following are limitations and conditions for freestanding signs per18.780.010, C, 1. A. This property has 2 driveways on 2 separate streets with 1 multi-faced freestanding sign at each driveway. B. There will be no reader boards at these freestanding signs. C. The maximum allowable area of freestanding signs is 70' per face, 140' total. D. On Durham Road the property line is 17from the paving curb (17-15 = 2 sq ft allowable increased to the 70' sq ft area per face), making each face on Durham Road 72' sq ft in area. On Hwy 99 the property line is 19' from the paving curb (19-15 = 4 sq ft allowable to the basic allowable area), making the total basic allowable area 74' for each face on Hwy 99. E. Since the signs are at the property line, less than 25' from the paving curb the basic allowable height remains at 20'. 18.780.010, A General purposes are responded to as follows: 1. Enlarging these signs will have no adverse effect to the health, safety or welfare of the public. Approval of this adjustment will be _ significantly beneficial to the property. 2. The new freestanding signs will be more attractive than the existing freestanding signs. The copy on the signs will be more organized, neat and orderly. 3. The reason for the adjustment request is to accommodate the need of the tenants for identity. These freestanding signs will have no adverse impact to adjacent properties. - 4. The construction and erection of these new freestanding signs will be performed in a safe and orderly manner. The new freestanding signs will be located out of the vision clearance area. A reputable maintenance company will have a contract to maintain the signs. STOA INTERNATIONAL* EKA • ARCHITECTS • PLANNERS • MANAGERS • 6775 SW 11 tth Avenue, Suite 20 • Beaverton, OR 97008 (503) 644-4222 • Fax (503) 644-6567 STOA: SUPERB TEAM OF ARCHITECTS, ANCIENT GREEK COLONNADE, THE SOURCE OF STOICISM 5. The property currently has 2 freestanding signs, 1 of which will be replaced, the other renovated. There will be no additional proliferation of signs. The new copy will be less cluttered than the existing copy on the freestanding signs. 6. The new freestanding sign will be no more distracting to motorists than the existing freestanding signs. 7. We are addressing the design and location of the freestanding signs, not the content of the copy. Per 18.370,8,A, the following are criteria for adjustments to the sign code: 1. Not applicable. The visibility of the freestanding signs is acceptable at this time. The problem is that there is not enough area to identify the tenants. 2. A second freestanding sign already exists under the provision of this paragraph. 3. As noted above an increase in sign area is necessary to provide identification for tenants within the property. This increased freestanding sign area and height will not conflict with any other standards or restrictions. 4. The proposed signs are consistent with criteria set forth in 18.780.130.6. 5. Not applicable. This is not an interior lot. Visual Clearance Area 18.795 Per figure 1, the relocated sign will be located out of the clear vision area with 30' legs at the driveway. The sign on Durham Road will be renovated to eliminate the encroachment. Impact Study: Replacing the existing freestanding signs with 2 new freestanding signs will have no impact on parks, water. sewer, or drainage surfaces. The freestanding signs will make no noise. The freestanding signs will have no effect on bicycle circulation. The new freestanding signs will be located farther from the driveways to maintain vision clearance triangle, they should have no impact on vehicle transportation. Two signs currently exist at this property, one on Highway 99W, and one on Durham Road as allowed by 18370-6, a, 2. The current area of copy on these signs is 63 square feet on each face. 18780-18, C, 1, e allows 70 square feet. Height of the current signs is approximately 16'-6". 18-780-18, C, 1, a allows 20'-0". Under the provisions of 18-370-6, a, 3 we request a Type 2 adjustment procedure to allow a 25% increase in maximum allowable sign area and sign height. This is necessary because there are many (±27) small specialty tenants in this Business Park. The layout of this Business Park (5 individual buildings rather than a continuous strip facing the streets) is not conducive to adequate exposure for each tenant. It is critical to the success of these tenants that the freestanding signs are large enough to accommodate tenant identification at the entry points from the Right of Ways. Each freestanding sign is approximately 15'to 18' from the right of way curb and surrounded by a landscaped area that separates the signs from vehicles per 18.780-22, G, 1. This relatively modest increase in sign area and height will not adversely affect adjacent properties or the Right of Way.
