APPLICATION SUMMARY FILE NAME: HARLEY DAVIDSON PARKING SPACE ADJUSTMENT CASE NOS: Parking Adjustment VAR2000-00015 Minor Modification MMD2000-00022 PROPOSAL: The applicant has requested approval for an adjustment to the parking standards in order to add an additional 4,903 square foot mezzanine to the existing approved building without increasing the amount of parking spaces. The request also involves a Type I minor modification for the increase in square footage within the building. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section V of this decision. VAR2000-000015/MMD2000-00022 - HARLEY DAVIDSON PARKING SPACE ADJ. & MEZZANINE ADDITION PAGE 1 OF 5 SECTION III. BACKGROUND INFORMATION Site History: The site received SDR approval February 11, 2000 (SDR 1999-00028) for the construction of the building and parking. The applicant applied for a minor modification (MMD2000-00021) to increase the height of the building in order to accommodate the mezzanine being requested in this application. No other land use cases are associated with this parcel. Vicinity Information: The subject site is located on the north side of SW Cascade Boulevard where Cascade curves from east/west to north/south. The property is surrounded on the north, east and west by property zoned Industrial Park and on the south by property zoned General Commercial. Site Information and Proposal Description: The. site is identified on WCTM 1 S135BC, tax lot 00500. There is a large wetland on the site, a portion of which will be mitigated as previously approved -by DSL and the US Army Corps of Engineers. The site utilizes the remaining portion of the lot.with required landscaping, parking, setbacks, and the approved building. The request is to add a mezzanine inside of the building which will provide an additional 4,903 square feet of office/storage space. The request also involves an adjustment to the parking standards to allow for less parking than would be required with the new square footage being proposed. SECTION IV. PUBLIC COMMENTS No comments were received. SECTION V. APPLICABLE REVIEW CRITERIA AND FINDINGS VARIANCES AND ADJUSTMENTS: The Director may authorize up to a 206/6 reduction in the total minimum vehicle parking spaces required in Section 18.765.070H when an applicant for a development permit can demonstrate in a parking study prepared by a traffic consultant or in parking data from comparable sites that: Use of transit, demand management programs, and/or special characteristics of the customer, client employee or resident population will reduce expected vehicle, use and parking space demand for this development, as compared to standards Institute of Transportation Engineers (ITE) vehicle trip generation rates and minimum city parking requirements, and Based on the areas being used and the square footages proposed, the addition of the mezzanine will result in a requirement of 91 parking spaces for the entire building. The site is currently very constrained due to wetland issues, landscaping requirements, and sight distance requirements; therefore, it is not possible to place any additional parking spaces on the site. In addition, the applicant ascertains that the 91 parking spaces is in excess of what is really necessary for this'use and has proposed to reduce the required parking by 15.2% to 78 parking spaces. The applicant has submitted a parking study comparing parking demands with other Harley Davidson sites. Based on the parking VAR2000-000015/MMD2000-00022 - HARLEY DAVIDSON PARKING SPACE ADJ. & MEZZANINE ADDITION PAGE 2 OF 5 • • demands of the other sites in relation to the square footage of the buildings, the parking. demand for the subject site would be about 71 parking spaces. The site currently provides 78 parking spaces. The applicant also asserts, and staff agrees, that the nature of the business (motorcycle sales) lends itself to having more motorcycles coming to the site than is typically found with other retail, office, and repair uses. Because more of the vehicles coming to the site are motorcycles which can share parking spaces, even if on occasion :the demand exceeded the parking provided, it would not likely result in an unsafe, off-site or on-site parking situation. A reduction in parking will not have an adverse impact on adjacent uses. Based on the analysis above, staff is confident that reducing the parking requirements to allow for the construction of the mezzanine will not have an adverse impact on the adjacent light industrial and office uses. MINOR MODIFICATION Section 18.360.050.8 states that the Director shall determine that a major modification(s) will result if one (1) or more of the following changes are proposed: An increase in dwelling unit density, or lot coverage for residential development. The,proposal does not include the addition of any dwelling units. A change in the ratio or number of different types of dwelling units. This criterion is not applicable, as this request does not involve the addition of residential dwelling units, as previously indicated. A change that requires additional on-site parking in accordance with Chapter 18.765. The proposal is to add a 4,903 square foot mezzanine onto the existing approved building. The existing building meets the minimum parking space requirement, however, with the addition of the mezzanine, the minimum parking standards will not be met. With the approval of the parking adjustment, however, the change will not require additional parking spaces to be installed. In addition, because of the site constraints (wetland, landscaping requirements, etc.) additional parking could not be provided on the site. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. No change in the structure of the building is proposed. An increase in the height of the building(s) by more than 20 percent. No change in the height of any'building is proposed. A change in the type and location of accessways and parking areas where off-site traffic would be affected. This request will not move the location of accessways or parking areas where off-site traffic will be affected. An increase in vehicular traffic to and from. the site, and the increase can be expected to exceed 100 vehicles per day. VAR2000-000015/MMD2000-00022 - HARLEY DAVIDSON PARKING SPACE ADJ. & MEZZANINE ADDITION PAGE 3 OF 5 • The mezzanine will be used for office and storage and will not result in an increase in sales area. Because the office areas will be used by employees already planned for in the original design of the building, the additional square footage is not anticipated to generate more traffic than the building without the mezzanine would have. An increase in the floor area proposed for a non-residential use by more than 10 percent excluding expansions under 5,000 square feet. The expansion is less than 5,000 square feet, therefore, this standard is excluded. A reduction in the area reserved for common open space and/or usable open space which reduces the open space area below the minimum required by this code or reduces the open space area by more than 10 percent. There is no area reserved for common open space, therefore, this standard does not apply. A reduction of project amenities (Recreational facilities; Screening; and/or, Landscaping provisions) below the minimum established by this code or by more than 10 percent where specified in the site plan. The proposal will not affect project amenities, therefore, this standard is met. A modification to the conditions imposed at the time of Site Development Review approval which are not the subject of B. 1 through 10 above. The proposal does not modify any conditions previously imposed as part of the site development review approval, therefore, this standard is met. FINDING: Based on the analysis above,. staff finds that the minor: modification can be approved. SECTION VI. OTHER STAFF COMMENTS The City of Tigard Police Department, City of Tigard Engineering Department, City of Tigard Utility Manager, City of Tigard Building Division, and the City of Tigard Operations Department have reviewed the proposal and have offered no comments or objections. SECTION VII. AGENCY COMMENTS Unified Sewerage Agency, ODOT, and Tri-met have reviewed the proposal and have not indicated any objections to it. SECTION VIII. The dealership was approved for 4,950 square feet of retail space, 9,830 square feet of repair space, and 10,100 square feet of office space, which will also be used for the storage of motorcycles and parts. The dealership proposes to add a 4,903-square-foot mezzanine space to the previously approved building, to be used for additional office and associated storage space. This increase in floor area results in an increase in the number of parking spaces required by the code. However, the actual need for additional parking spaces does not increase as discussed below. Of the proposed mezzanine space, 2186 square feet will be used to store new motorcycles, which will be placed in the storage space by a fork lift. The remainder of the mezzanine will be office and circulation space. Moving the office space to the mezzanine level allows the customer waiting room on the main floor to be expanded. The area of the main floor dedicated to service and repair will also be expanding. There will be no increase in the amount of retail area. With the increase in floor area, the retail area will represent 16.8% of the total floor area of the building, which is below the 20% maximum allowance of the I-P zone. The increased floor area would require an additional 14 parking spaces on site based on the City of Tigard Zoning Code. The proposed Adjustment request would reduce the required parking from 92 spaces with the mezzanine addition, to 78 spaces, which is what was approved through the original SDR. The reduction of 14 parking spaces is a 15.2% reduction in the total minimum vehicle parking spaces required, which is allowed through the Type II Adjustment process. HAPROJECTS\9901990MMHUN I.SK • • Adjustment Approval Criteria: Section 18.370.020 C.5 of the Tigard Zoning Code allows for a 20% reduction in the total minimum vehicle parking spaces required when an applicant can demonstrate, using parking data, that unique circumstances exist on the site which result in different parking standards. Approval Criteria: 1.) Use of transit, demand management programs, and/or special characteristics of the customer, client employee or resident population will reduce expected vehicle use and parking space demand for this development, as compared to standard Institute of Transportation Engineers (ITE) vehicle trip generation rates and minimum city parking requirements. Response: The proposed use of the site is a motorcycle dealership, which includes the retail sales of motorcycles, accessories and parts for motorcycles, and clothes for motorcycle riders. Along with the retail sales, there will also be a portion of the building devoted to service and repair of motorcycles. Because all aspects of the proposed business will be motorcycle related, it is anticipated that a large percentage of the customers who will be visiting the site will do so via a motorcycle. Because motorcycles are significantly smaller than automobiles, it is possible to park two motorcycles in a standard automobile parking space. Due to the size and maneuverability of motorcycles, it is also possible for them to parked in non-standard parking spaces. It is likely that some motorcycles belonging to employees will be parked inside building to protect them from weather and theft. Motorcycles might also be parked on the concrete apron at the front of the building. These areas could be designated for motorcycle parking. Included with this application is a parking study prepared by a registered traffic engineer that compares the number of motorcycles and cars parked at the existing Harley-Davidson dealerships in Beaverton, Oregon and Tacoma, Washington. The parking study was done from Thursday, August 10 thru Saturday, August 12, 2000. Since motorcycle ridership increases during the summer months, the summer is the busiest season for motorcycle sales and repair. Therefore, this study represents the parking load on the peak days of the week, during the peak season of the year. The study shows that the 78 standard parking spaces proposed for the new Tigard store are more than sufficient to accommodate the number of customers anticipated. Furthermore, this project is unique in that 13,050 square feet of the building is designated for office use; however, 5,887 square feet of the office space will actually be used for storage of new motorcycles and motorcycle parts. Although these storage areas are included in the office use category, the parking demand for the storage areas is much less then the parking demand for standard office use, because the storage is an inactive building space. If the storage area were broken out from the office category, the use would be most similar to a warehouse. The minimum parking requirement for warehouse use is 0.5 spaces per 1,000 square feet of building for buildings under 150,000 square feet. Using this parking ratio, the total number of parking spaces needed to serve 5,887 square feet of storage space is 2.9 spaces; verus 15.9 spaces using the office parking ratio. Of the proposed 4.903 square feet to be added to the building, none of this additional square footage will be used for the retail portion of the building. The retail aspect of the business draws the most customers to the site and, therefore, requires the largest parking ratio. The office and storage spaces, which are increasing in size, will not bring any additional customers to the site. The number of employees on the site would not increase if the size of the office space is increased. So adding the HAPRO]ECTS\9901990MP\OH28N L SK mezzanine space to the building to be used for office and storage will not result in an increased need for parking on the site. 2.) A reduction in parking will not have an adverse impact on adjacent uses. Response: The site is surrounded by light industrial. and office uses. As shown by the parking study, the proposed number of parking spaces will be adequate for the proposed use with the increase in floor area. Therefore, there will be no need for the customers of the motorcycle dealership to use any of the surrounding properties for overflow parking. Minor Modification. Approval Criteria: Because the building design has already been approved through a Site Development Review, a Minor Modification is required to increase the square footage of the building. A Minor Modification to increase the height of the building has already been submitted. 1.) The proposed development is in compliance with all applicable requirements of the City of Tigard Development standards. Response: The only change that will need to be made to the building to accommodate the proposed mezzanine space is that the height of the building will need to be increased. The building height will be increased by 4 feet 9 inches, for a total height of 28 feet 9 inches. This is well below the 45-foot height requirement of the IP zone. If the Adjustment to the minimum parking requirement is approved, then no other changes to the site will be necessary. 2.) The modification is not a major modification. Response: Code section 18.360.050 B defines what changes to an approved Site Development Review may be done through a Minor Modification review. A Minor Modification may not increase the proposed floor area of a non-residential use by more than 10%, excluding expansions under 5,000 square feet. The proposed mezzanine addition would increase the proposed floor area by more than 10%; however, the entire addition is only 4,903 square feet, which is under the 5,000-square-foot exclusion. A Minor Modification may also not include a change to the development that would require additional on-site parking. For the proposed addition, if the Adjustment to the minimum parking requirement is approved, then no additional parking shall be required on the site, which would allow the additional floor area to be reviewed through the minor modification process. None of the changes proposed will result in a major modification to the Site Development Review, so this criteria is met. Summary: The owner of the site, who owns two other Harley-Davidson dealership in the Northwest region, is confident that the amount of parking that is being proposed is more than adequate for the amount of business that the store will generate. A lack of customer parking would be a detriment to the business. The owner, who is investing in the success of the project, agrees that the size of the HAPRO1 ECTS\99019902\W P\OH28N L SK building and the amount of parking provided will be enough to serve their customers and, therefore, will be profitable. An analysis of parking demands at two similar Harley- Davidson dealerships indicate this facility would have a maximum parking need of 71 vehicles, N including 14 motorcycles, well within the 78 spaces currently planned. N ~ M - u) M Parking surveys were conducted at two existing Destination Hanley-Davidson dealerships in ,a w ° H - Beaverton and in Tacoma, Washington. The surveys were conducted by Destination employees on Thursday, Friday, and Saturday, August 10-12, 2000, with an hourly count of vehicles in the parking lot and adjacent street. The count included employee and customer Group vehicles, but not motorcycles on display or in the service area. Mackenzie, Incorporated Architecture The Beaverton store is located on Farmington Road and is 7500 SF, with a small 18-space Interior Design parking lot and approximately 18 employees per day. It is being replaced by the new facility Land Use Planning which will provide the needed space for the currently crowded operation. Parking is allowed Group on the street, with a capacity of approximately 19 vehicles. A peak of 46 vehicles was Mackenzie observed during the noon hour on Thursday, August 10. Of these vehicles, 14 were Engineering, Incorporated motorcycles and 16 were employees. Civil/Structural Engineering The Tacoma dealership is approximately 20,000 SF in size with a 38-space parking lot. No Transportation parking is allowed on the street. A peak of 48 vehicles was observed at 1:00 p.m. on Planning Saturday, August 12. Of these vehicles, 10 were motorcycles (20%) and 25 were employees. This can be accommodated in part due to the high percentage of motorcycles which often park two per a space. The percentage of motorcycle at the two dealerships was 20% or greater during peak times, as shown on the attached summary sheets. The maximum parking demand at Tacoma is 2.4 spaces per 1000 SF of building area. Applying this rate to the proposed 29,343 SF dealership results in a peak demand of 71 vehicles, 14 of which would be motorcycles. Assuming motorcycles park two per a space, the 78 spaces would actually allow for parking of 87 vehicles (69 cars and 18 motorcycles). The parking rate at Beaverton is high, due to the small building size. Applying this rate to the proposed Tigard dealership would not be appropriate, as it will replace the existing Beaverton store. A small increase in business would be expected with the new building, but the intensity of use based on the building area will be much less. The parking surveys indicate that the currently planned 78 parking spaces,can accommodate the maximum parking. demand of 71 vehicles at the new facility with the mezzanine addition.
