Signs include all forms of outdoor marketing such as flags, balloons, banners, pennants, A- boards, lawn signs, dirigibles, etc. In reviewing your file, I see you have never had a permit for the banners you often display. You were probably overlooked for enforcement because you have been displaying banners for so long, which is why I wanted to give you a courtesy warning. You can either get temporary permits for $15.00 each which would enable you to use a banner for 3 months total in a year OR you can construct a permanent wall sign, which would be a one time fee of $32.00 and would last as long as you keep the permanent wall sign up. A permanent wall sign is a rigid sign, but can include a banner inside as long as the banner is fully enclosed by the frame. Imagine a photo frame with a picture inside - and then changing the picture in the frame periodically while leaving the frame the same. That's the concept of a wall sign which allows you to change the "picture" or the banner so you can vary your advertising message. Failure to comply or repeat violations will result in court citation without further warning. 18.780.020 A. "Compliance with regulations. No sign or sign structure shall hereafter be erected, re- erected, constructed, structurally altered or relocated within the City limits except as provided by this title, and a permit for the same sign or sign structure has been issued by the Director." 18.780.070 "Certain Signs Prohibited" A. Prohibited display of flags and banners. It is a violation of this chapter to erect or maintain strings of pennants, banners, or streamers, festoons of lights, clusters of flags, string of twirlers or propellers, flashing or blinking lights, flares, balloons and similar devices of carnival character. " G. Roof signs of any kind are prohibited, including temporary signs with the sole exception of approved temporary balloons. K. Right of way. Signs in the public right of way in whole or in part, except signs legally erected for informational purposes by or on behalf of a government agency. L. Signs on a vehicle. Any sign placed on or painted on a motor vehicle or trailer, as defined by ORS Chapter 801, with the primary purpose of providing a sign not otherwise allowed for by this chapter. 18.780.020 E.
