This project is part of a region-wide communication improvement plan which includes preparing county-wide dispatch centers in each county to implement 911 call answering centers in the future. • The OLEC has already approved central dispatch grants for Columbia and Clackamas Counties. This grant, with the Portland-Multnomah County grant, completes the Oregon portion of that plan. Clark County, Washing- ton, also a member of CRAG, is preparing a federal discretionary grant for their centralized system. The most significant revisions of the initial grant are as follows: 1. The two-way land-line installation offers to each police agency in Washington County an option of using the available Central Communi- cation Center as much or as little as desired to provide police ser- vices to the community and at the same time preserve autonomy of the city police agency. Each agency, following installation of equip- ment, will pay only for the dispatch services they need to suppliment or assist the respective agency. 2. This unique back-up system provides a communication back-up dispatch fac- ility. In the event any police agency radio is destroyed, the center can quickly answer police emergency city telephones and dispatch city police services to the community. If the County Communication Center radio is destroyed, police dispatch service can quickly be resumed, a substantial distance away, at Oregon State Police Headquarters, Beaver- ton, where all agency base.stations will be located. 5 This interne of police emergency communications to all police agencies via individual agency, communication center or walkie-talkie, is a nec- essary improvement for the efficient dispatching of our expanding police agencies. 3. To propa,'^e for Regional 911 Call Answering Service, county dispatch modij�ica-�iosis must be planned to be compatabla with 911 implementation. Many law enforcement agencies are utilizing new portable radio equipment without the aid of sat- ellites and comparators. . • It will be determined during the initial year of the project how important this equipment may be to im- prove communications. This determination will be made by the project director. 19 Portable UHF Washington County Department of Public Safety, utili- zation for improved communications of approximately 10 patrol units and 9 detective units including the Inter-Agency Burglary Unit. Four of these units may be made available to Oregon State Police for intertie communications. OSP participation has been solicited. 14 Portable VHF City law as follows: 5 - Forest Grove Police Department 4 - Millsboro Police Department '3 Tigard Police Department 2 - Cornelius Police Department - - Beaverton Police Department will provide like units wihtout grant funds. Sir: In regards to the above grant, I wish to propose the following: That the city express their intent to participate in the grant for the first funding period, fiscal year 74/75, and that we, set a limitation of no later than January 1, 1974, in which to participate, as the federal funds will be held in trust by Washington County Finance Department '(see enclosure), until such time as we can participate. I will suggest that the 220 account of .the police budget be reviewedthe first of December to identify if possible any money thatwould be available. to traansfer,.to the 291 and 312 accounts to meet the hard cash, match in the amount of $325-. Participation in- this project will provide the city with three portable UHF radios ($900 each), and a direct phone line lease which will interconnect our communications center with Washington County communications center, as an emergency dispatch center, in such cases as major power outages, or serious breakdowns of .equipment within our center. The line lease cost is $3,160. This proposal is for a one year time period only; at the end of which the project will--be evaluated for further consideration and would require another commitment from the Council at that time. The first year will provide us with three portable radios (walkie talkies) which are valued at $900 each, for a total cost to the city of $325. This equipment would be very useful, and advantageous to the department. The January 1, 1975, limitation will allow time to review the police budget balance, whereby the transfers required would not affect other accounts due to increased costs of existing budgeted items. Due to the reissue of new service ammo and the obsolete ammo being returned to. the training supply, I would suggest that the transfer of funds come from the training ammo segment of the 220. account. Careful planning now bein� conducted to modify this grant 'indicates that this implimentation date is impossible. The concept of Central Dispatch, as originally planned for this grant, was to be administered by the Law Enforcement Council of Washington County r with financial imput from each police agency. This concept has chatiged substantially for numerous reasons. For your consideration some of these , changes are as follows: ' 1. The position of Communications Director with Washfngton County was abolished early this year. This position was to act as project director and coordinate the writing of the original grant. 2. The plan for each police agency to provide a dispatcher for the center and to depend exclusively on the center for dis- patching was unacceptable to local police chiefs. The new. plan is to provide "hot lines" via telephone transfer and/or relay capabilities at each police agency. This will provide available dispatch service from the center on a "pay as you t use" basis, thus each agency may use the service as much or as little as they wish. 3. The Washington County Communications Center will provide dis- patchers and communications service through this grant under the direction of the project director to be selected by the Law Enforcement Council of Washington County, or if desirable, by the Sheriff's Department. ` : . 4. Duey to an oversight, Oregon State Police at the Beaverton Office was not included in the original grant. With plans to i participate in the Washington County Interagency Burglary i • Prevention Unit, Oregon State Police at Beaverton will be ! ; added to the grant and be provided with walkie-talkie and central communications utilization. 5.
