Local Government Personnel Institute - Personnel Services AGREEMENT FOR SERVICES
BETWEEN
THE CITY OF TIGARD
AND
THE LOCAL GOVERNMENT PERSONNEL INSTITUTE
This Agreement is made this 19th day of September, 1984, between the Local
Government Personnel Institute (LGPI ) , P.O. Box 908, Salem, Oregon 97308,
and the City of Tigard, P.O. Box 23397, Tigard, Oregon 97223.
The parties agree as- follows:
1 . SCOPE OF WORK
This Agreement is exclusively for personnel services as follows:
A. The Local Government Personnel Institute will :
1 . Develop a classification for the City of Tigard.
2. Develop a wage. plan for the City of Tigard,
3. Provide the City written explanation of its recommendations,
4. Provide revisions as requested.
B. The City of Tigard will :
1 . Provide the data required by LGPI ; including in part, job
descriptions, wages, organizational schematics.
2,. Provide employee time for interviews, space, and other
necessary accommodations.
3. Provide review of preliminary wage and classification recommen-
dations.
tl CONTRACT SUM AND TERMS OF PAYMENT
A. The City of Tigard will pay LGPI for professional and secretarial
services and reimbu.rseable expenses pursuant to Article II (B) of
this contract.
B, The: fee schedule shall be
to Professional services $30.00 per hour
20 Secretarial services $10000 per hour
3. Travel time $'20.00 per hour

4. Mileage $ .20 mile
5. Meals
Breakfast Actual not to exceed
Lunch $15.00 per day
Dinner
6. Lodging Actual not to exceed
$27.50 per day
C. LGPI may invoice monthly for services performed and reimburseable
expenses to the date of the invoice, less any payments made by
the City of Tigard.
The City shall pay LGPI the amount of .all invoices within thirty
(30) days after receipt of same.
D. LGPI shall notify the City of Tigard, in writing when all services
are completed and all terms of this Agreement are satisfied by
LGPI . If the City disagrees, it shall notify- LGPI in writing
within five (5) working days and advise of alleged deficiencies.
Thereupon, LGPI shall take corrective measures..
E. Upon satisfaction of this Agreement, LGPI may submit its final
invoice for -any amounts which may be due and payable.
III . TERMINATION
The City of Tigard may terminate this Agreement upon giving LGPI ten
(10) days written notice. In the event of termination, LGPI shall be
entitled to payment for services rendered and reimburseable expenses
incurred to the date of termination.
IV. COMMENCEMENT AND COMPLETION OF AGREEMENT
This Agreement shall commence upon signing by all parties and continue
through June 30;, 1985.

expenditures for the League of Oregon Cities Conference and
members who wished to attend.
Approved by 4-0 vote of Council present, Councilor Scott
abstaining.

b. Councilor Edwards questioned why the lowest bid of $21,000 was not
the accepted bi.d for the City Ila 1.1 Furnishings . City
Administrator stated this bid was disqualifi.(ad as they did not bid
according to specs and dial not wish to resubini.t a bid .
C. City Administrator stated November 20, 1985 as previously agreed
by Council as a date for a Council. meeting was to be added to the
Council calendar.
d. Councilor Scott stated in Section 5 on Resolution No. 85-79
regarding last minute "add ons" should be set as an ongoing item
on the agenda to be voted on. This would give the Council. a
chanceto decide if it is appropriate to deal with the issue at
the meeting on that night. She would like to amend the r-esolution
to read on page 2; third paragraph:

Last minute "add, ons" to the agenda from Council, staff, or public
are discourage, .but may occur by Council motion. Council, staff
and public are all encouraged to identify their concerns to the
Mayor or Administrator before a council meeting so the matter can
be set on an agenda.
e. City Administrator stated it would be standard on the Agenda for
last minute add on items under "Call to Staff and Council for
Non-Agenda Items: Motion to approve as amended".
f. Councilor Scott moved to pull item 18.5. Failed for lack of
second.
Consent Agenda items deleting, item 18,.12.,, 1.8;:13 & 1@. 15 and item
118.5 as amended approvedby 4-1 vote. of Council _present, Councilor

17. NON-AGENDA ITEMS: From Council and Staff
17. City Administrator questioned Council to see if there would be a
quorum for the next City Council meeting. Councilors Brian, Edin,
Edwards, and Scott all . stated they would be attending the next
meeting.
