Measurement recording and reporting conditions :
A. The Director may require the permittee to install a meter or
other suitable measuring device as approved by the Director.
If the Director notifies the permittee to install a meter or
other measuring device, the permittee shall install such
device within the period stated in the notice . Such
installation period shall not be less than 90 days unless
special circumstances warrant a shorter installation period.
Once installed, the permittee shall maintain the meter or
measuring device in good working order and shall allow the
watermaster access to the meter or measuring device. The
Director may provide an opportunity for the permittee to
submit alternative measuring procedures for review and
approval.

B. The Director may require the permittee to keep and maintain a
record of the amount (volume) of water used and may require
the permittee to report water use on a periodic schedule as
established by the Director. In addition, the Director may
require the permittee to report general water use information,
the periods of water use and the place and nature of use of
water under the permit . The Director may provide an
opportunity for the permittee to submit alternative reporting
procedures for review and approval.
An erosion control plan, maintenance schedule and management plan for
runoff impacting the wetland must be submitted to DEQ for comment .
STANDARD CONDITIONS
The use shall conform to such reasonable rotation system as may be
ordered by the proper state officer.
Failure to comply with any of the provisions of this permit may result
in action including, but not limited to, restrictions on the use, civil
penalties, or cancellation of the permit .
This permit is for the beneficial use of water without waste. The water
user is advised that new regulations may require the use of best
practical technologies or conservation practices to achieve this end.
By law, the land use associated with this water use must be in
compliance with statewide land-use goals and any local acknowledged
land-use plan.
The use of water allowed herein may be made only at times when
sufficient water is available to satisfy all prior rights, including
prior rights for maintaining instream flows.
The Director finds that the proposed use (s) of water described by this
permit, as conditioned, will not impair or be detrimental to the public
interest .
Actual construction work shall begin within one year from permit
issuance and shall be completed on or before October 1, 1998 . Complete
application of the water to the use shall be made on or before October
1, 1999.

CAREFULLY READ THE FOLLOWING INSTRUCTIONS
WATER
READ YOUR PERMIT. BE SURE YOU UNDERSTAND ALL THE PERMIT RESOURCES
CONDITIONS BEFORE YOU USE THE WATER.
DEPARTMENT
Your permit has been recorded in this office, but you should hold the original permit
as evidence of your right to use water. If the property is sold and you convey all
interest.in the property, an assignment to the new owner must be recorded in this
office. Assignment forms will be furnished upon request.
Time limits are fixed in the permit for beginning of construction, completion of
construction and complete application of water to beneficial use. The law requires
that you begin actual construction within one year from the date of issuance of permit
or your right will be lost. The Director of the Water Resources Department (WRD),
may extend the time for completion of construction and the time for complete
application of water:to the proposed use,provided work is begun within one year after
issuance of the permit and reasonable diligence is shown in prosection,of work. The
Director has no authority to extend the time limit for beginning construction. Forms
to file for an extension of time will be furnished upon request.
The following forms are enclosed: (A) Notice of Beginning of Construction form, (B)
Notice of Completion of Construction form and (C) Notice of Complete Application of
Water form. Please use these forms to inform WRD of your progress in meeting the
time limits listed in the permit.
If no canal system or other permanent type of distribution works is employed, the
acquisition and installation of all the machinery or equipment necessary for the project
will be considered as completion of construction.
When complete application of water has been made, form C should be submitted as
the first step in proof of appropriation. Permits issued with a filing date after July 9,
1987, require a final proof map and site report prepared by a Certified Water Rights
Examiner (CWRE). This report must include a claim of beneficial use from the
permittee..These items must be submitted within one year of the reported completion
of the project.
After satisfactory,proof has been submitted to the Director,the right will be confirmed
,by issuance of a certificate of water right. The certificate will limit the right to the
extent that water hasbeen applied to beneficial use in accordance with the terms of
the permit.
The late summer flow in nearly all streams is required to satisfy existing kti
rights. Your permit grants aright to use-wateronly when there is a surplus

WATER METER SPECIFICATIONS
A-1 Water meters shall be of the velocity propeller type or shunt line venturi type
with enclosed propeller made of pon-corrosive materials. >Qther types of meters
may used, provided prior approval is granted by the Director of the Water
Resources'Department.
A-2 The meter shall have a rated accuracy of t 2% of actual flow for all rates
of flow within the range of flow for which the meter is designed. The meter shall
register the full range of discharge from the source of water for which it is to be
used.
A-3 The register head of the meter shall have a visual, recording, mechanical,
digital.totalizer located on or adjacent to the meter and shall be equipped with a
test sweep hand so that flow rate can be quickly determined. The register face
shall be protected by a suitable plate or cover.
A-4 Units of water measurement shall be in acre feet, cubic feet, or in gallons.
The totalizer shall read directly in the above described units. Meters recording feet
shall read to the nearest 1/10th acre-foot and the decimal multiplier shall be clearly_
indicated on the face of the register head.
A-5 The,.totalizing meter shall have a sufficient capacity to record-the quantity of
water authorized to`be withdrawn and/or diverted over a period of two years.
A-6 Both the register and the meter unit shall be provided with a method of
sealing with a wire or lead seal to prevent unauthorized tampering with the
placement or position of the water meter.
WATER METER INSTALLATION
B-1 The water meter shall be installed in accordance with the manufacturer's
specifications and.in such a mariner that there shall be,a full pipe of water at all
times during which the water is being withdrawn.
B-2 There shall be no turnouts or diversions between the source of water and
the meter,installation.

IMPORTANT—This form is a notice to the Water Resources Director that permittee is ready to make final proof
to the extent to which the water has actually been applied-to the intended use under the terms of the permit.Permittee is
cautioned that Certificate of Water Right will be issued based on the extent of the quantity and use as determined by the
final proof inspection and survey which will be made in response to the filing of this'Form C.
NOTE: In the case of an irrigation permit, this Form C should not be mailed to the Water Resources Department until all
of the land described in the permit, which it is intended to irrigate under this permit at any time, has actually been
irrigated.
