Gentlemen:
This will`acknowledge receipt of .the signed Part A of the Offer and
Acceptance of Federal' Grant for Sewage Treatment Works. Based upon this
agreement, there are several things that now need to be done with regard
to this Federal grant:
1. Please inform us of any proposed changes in the schedule for the
project. Your application shows that the plans and specifications
will be ready for advertising within 60 days. Three copies of
the projBit� plans and specif ications should be forwarded to. the
State as soon as available .to allow adequate time for review and
approval by the State and by this office.
Do not advertise for bids until you receive notice that the plans
and ,specifications are approved.
2. . You will note that the provisions of the Davis-Bacon Act, the Cope-
land Act, and the contract Work Hours Act ,have been included as part
of the grant offer. This means that minimum rates of 'pay as pre-
scribed by the Secretary'of Labor and the Labor Standards including
provisions for overtime pay ,to laborers and mechanics issued by
the Secretary of Health, Education, and Welfare,will apply to all
construction contracts in excess of $2,000,- and 'all subcontracts.
The anti-kickback provisions -of the Copeland Act will also. apply
to the contract and all subcontracts. You are to maintain an
up-to-date file of' weekly statements of.compliance:with these
provisions. This file is to be retained by the city for at least
three years following .the completion of the project.
3. Enclosed herewith is a copy of Form OM 1020, which contains the
Labor Standards, (Federal Water .Pollution. Control Act), the anti=
kickback regulations, (Copeland Act), 'and the.Contract Work hours

Standards Act, Overtime Compensation; and a copy of the Nondis-
crimination in Employment Contract Provisions. The complete
contents of the above material must be included in. the specifi-
cations verbatim,-as well as a copy of the wage determination
decision of the Secretary of Labor, when 'it is made available.
In addition, we have attached-a list of the remaining items which
must be included in the specifications ,for projects in which
Federal Water Pollution Control:Act funds are involved. Also for
your information and guidance, you will find a copy of the Labor
Standards, Instructions, and acopy of our Guide to Applicants.
4. 45 days prior to your proposed date for advertising for bids, you
should notify .us so that we can request a wage determination from
the Secretary of Labor. . The necessity of informing us well in
advance should be stressed since delays are frequently encountered
in obtaining the wage determination from the Secretary of Labor.
When received, copies of this determination will be forwarded to
you for inclusion in the specifications.
5. Copies of any contracts for engineering, legal, or fiscal services
applicable to the project should be sent to the State for forward-
ing to us.
Your cooperation in these matters will help us ensure prompt processing
of your project.
