•Deliver policy and code amendment recommendations
•Housing, economic, and entertainment options accessible to many mobility types
•Provide options at a neighborhood appropriate scale
•Awarded $95,000 grant funds from Metro

Tigard HOME Goal
This project aims to:
•Bring more nearby shops and services to neighborhoods
•Expand home and property use options
•Simplify neighborhood business rules
•Create safer, more connected walking paths
•Reduce vehicle miles traveled

Engagement Plan
Phase One
Understand the types of amenities, shops, and services residents want in Tigard neighborhoods
Summer/Fall 2025 Winter/Spring 2026 Spring/Summer 2026
Phase Two
Gather input on residents’ preferred building forms and locations for these uses
Phase Three
Receive feedback on direction of code changes based on community engagement input

•Eight tabling events
•Four community-based
organization targeted outreach

•Two community dinners
•Over 800 community members
directly engaged
Participants use toys to model their dream neighborhood while discussing their
design with Tigard staff.
