HomeMy WebLinkAbout00 CMA2025-0002 Staff PPTC I T Y O F T I G A R D R e s p e c t a n d C a r e | D o t h e R i g h t T h i n g | G e t i t D o n e Steve Street Park CMA2025-0002 Planning Commission Hearing Agenda Item #5 Community Development February 2, 2026 C I T Y O F T I G A R D Site Location and information Location: 8400 SW Steve St, at the west terminus of SW Steve St and the north terminus of SW 84th Ave and 8500 SW Spruce St Total Project Area: 1.37 acre Significant Wetland /Vegetated Corridor Area Impacted: 0.03 acre Zoning: PR and RES-D C I T Y O F T I G A R D Project Summary Comprehensive Plan Map Amendment Remove protection from areas designated Significant Wetland (0.03 acre) in order to construct a pathway to a proposed park C I T Y O F T I G A R D Site Plan C I T Y O F T I G A R D Natural Resource Areas C I T Y O F T I G A R D Identified as one of 12 “Gap Areas” on the City’s Parks and Recreation System Plan Park will serve a neighborhood of over 600 Tigard residents who currently are not able to access a park or natural area within a 10-minute walk Proposed walkway will provide an ADA-accessible connection from Steve Street to the new park Project Need: C I T Y O F T I G A R D Evaluation involves identifying consequences of allowing, limiting, or prohibiting conflicting uses in resource areas Conclusion: Allowing the conflicting use is most beneficial Benefits include: Allows park to be constructed as planned and the path allows residents to realize full benefits Formalizing path will limit potential deviations from the path into more sensitive vegetated corridor/wetland areas Easier maintenance compared to existing soft surface path Provides access to Washington Square area with a concentration of jobs and stores Onsite mitigation will be provided and the site will be restored Environmental, Social, Economic and Energy (ESEE) Analysis C I T Y O F T I G A R D The proposal provides detailed information on how the development complies with all applicable comprehensive plan policies, statewide planning goals, and Metro Title 8. All applicable development code criteria and standards are met or can be met through conditions of approval. There are adequate public facilities to serve the proposed development. Findings: C I T Y O F T I G A R D Staff has reviewed the proposed plans and recommends that the Planning Commission recommend to City Council approval of the: •Comprehensive Plan Map Amendment subject to the Conditions of Approval in the staff report.
