Recreation System Plan
Park will serve a neighborhood of over 600 Tigard residents
who currently are not able to access a park or natural area
within a 10-minute walk
Proposed walkway will provide an ADA-accessible
connection from Steve Street to the new park
Project Need:

Evaluation involves identifying consequences of allowing,
limiting, or prohibiting conflicting uses in resource areas
Conclusion: Allowing the conflicting use is most beneficial
Benefits include:
Allows park to be constructed as planned and the path allows
residents to realize full benefits
Formalizing path will limit potential deviations from the path into
more sensitive vegetated corridor/wetland areas
Easier maintenance compared to existing soft surface path
Provides access to Washington Square area with a concentration of
jobs and stores
Onsite mitigation will be provided and the site will be restored

The proposal provides detailed information on how
the development complies with all applicable
comprehensive plan policies, statewide planning
goals, and Metro Title 8.
All applicable development code criteria and
standards are met or can be met through conditions
of approval.
There are adequate public facilities to serve the
proposed development.

Staff has reviewed the proposed plans and recommends
that the Planning Commission recommend to City Council
approval of the:
•Comprehensive Plan Map Amendment
subject to the Conditions of Approval in the staff report.
