Neighborhood Meeting Notes Steve Street Park 2024-00024 December 10, 2024 On December 10, 2024 Tigard Engineering held a neighborhood meeting at 8777 Burnham Street. A notice of the meeting was mailed to property owners within 500-feet of the proposed park. A mistake was made in the mailing. The location of the meeting was not included. However, the meeting location was included on signs posted on site and on the city project webpage. To ensure all interested parties were able to attend, the 12/10/25 was held. However, to meet the requirements of the Land Use process for this project, a second meeting will also be held on January 6, 2025. Both sets of notes have been included. The meeting was attended by 4 surrounding property owners. See attached sign in sheet. (The fourth person did not sign in since she was late to the meeting and intended to get a briefing from her husband who was at the meeting.) This was the following feedback given and where appropriate, the response back from staff. 1. Residents in attendance were concerned about where park goers would park since there will only be one parking space within the park and it will be ADA only. Staff shared that most neighborhood park users will walk to the park. However, staff has already discussed that if it appears many people are parking on side streets to use the park, we will change the no parking on 84th street to the west side of the road. This will free up additional parking space. 2. Residents shared that they wish that the site, which is currently undeveloped, would not show up on GPS systems as a park. They feel it leaves people blindly looking around. The person also shared a concern that these people are likely not from the neighborhood. Staff shared that we have limited control over how the site shows up in multiple GPS systems but that there will be a park there in the future which should resolve the confusion. Also Tigard does not control who utilizes parks. But if someone is doing something concerning, call the police dispatch line. 3. Residents abutting the park along its eastern boundary near Steve Street were concerned about any fencing that could create an area that could grow non-native invasive blackberries and other undesirable weeds. Staff shared that although that had been considered during the design process, the decision moving forward is to screen the eastern side of the park with plantings. 4. Residents immediately adjacent to park were concerned that planting new plants too close to the property boundaries would create vegetation hanging over their yards. Staff shared that landscape architects who understand the characteristics of plant material will have the knowledge to include adequate setbacks of new planting to allow for mature growth. 5. Residents were concerned about creating a sidewalk gap between the park and existing sidewalks. Staff will share this concern with the design team so that logical plantings and sidewalks will address any sidewalk gaps. 6. A resident asked about park lighting plans. One person asked if lights could include motion sensors instead of constant security lighting at night. Staff shared that the security lighting proposed would be located near both the entrance at Steve Street and the 84th Street entrance. As far as motion sensors the lighting will be chosen for its low level glow rather and constantly turning on and off which could be difficult for those immediately adjacent to the park to adjust to. 7. Residents shared concerns about homeless visitors creating camps or staying overnight in the park. The parks and recreation manager, Rick Gruen, share that there is no overnight camping allowed at any park and with increased maintenance visits at the park after its development, staff will be on top of moving any campers to sites in the city where camping is allowed. 8. Residents generally shared a high level of excitement to see the park completed in 2025 and to have it in their neighborhood. Staff shared that they too are excited about the park and were able to share how the Parks System Plan supported development of the site and the 2019 Metro Bond provided the lion share of the funding to pay for park final design and construction. Residents left apparently satisfied with answers to their concerns. The meeting ended at 8:30. A notice of the meeting was mailed to property owners within 500-feet of the proposed park. The meeting was the second neighborhood meeting to ensure that all people who wanted to comment were able as the first notice sent out did not include the meeting location for the December 10, 2024 meeting. Signs announcing the meeting were posted on site and on the city project webpage. The January 6, 2025 meeting was compliant with all land use regulations. The statement of purpose was read at 7:15 pm. The meeting was attended by 2 surrounding property owners. This was the following feedback given and where appropriate, the response back from staff. 1. Residents in attendance were concerned about where park goers would park since there will only be one parking space within the park and it will be ADA only. Staff shared that most neighborhood park users will walk to the park. However, staff has already discussed that if it appears many people are parking on side streets to use the park, we will change the no parking on 84th street to the west side of the road. This will free up additional parking space 2. Residents asked what the park hours were going to be. Staff shared that the park would be open from dawn until dusk. 3. A Resident asked what the park security would look like once it was constructed. Staff shared that security lighting will be located near both the entrance at Steve Street and the 84th Street entrance. Police will patrol the park when in the area and the increase visits by park staff will provide greater surveillance of the park following construction. 4. A Resident asked what will the screening hedge look like on the east side of the property. Staff shared that the easterly property line will be planted with a mixture of trees and shrubs that will provide screening. 5. Residents shared concerns about homeless visitors creating camps or staying overnight in the park. Staff shared that there is no overnight camping allowed at any park and with increased maintenance visits at the park after its development, staff will be on top of moving any campers to sites in the city where camping is allowed. 6. Residents shared their desire for poop bags and educational signage about the downfalls of not scooping poop. Staff shared that garbage cans and poop bags will be provided at both entrances to the park. 7. Residents asked how large the park is Staff responded that the park is 1.4 acres. 8. Residents generally shared a high level of excitement to see the park completed in 2025 and to have it in their neighborhood. This park will serve an area of Tigard identified in the Park System Plan as not having a park within a ten -minute walk of its residents. The park will be a neighborhood park with most users walking to the site. Park features include an internal loop walkway, lawn area, nature and traditional play areas, picnic tables, and benches. Low level security lighting will be installed at park entrances and midway in the park. To construct the park, the project must address compliance with zoning and any impacts to a Tigard significant wetland and its 50-foot surrounding area. Prior to applying to the Community Development Department for land use approvals, we would like to discuss the project with surrounding property owners and residents.
