Member Introduction, What Are Your Celebrations, Concerns, or Curiosities Regarding
the City? (All)
Celebrations: The Tigard City Council received community feedback on the redevelopment plan for
the Tigard cinema. The Council proclaimed October as Filipino American Heritage Month. An
Artisan Market took place at the Tigard Flux Event Center. Resources for addressing food
insecurity and information about ICE mobilization were made available on the website. Ali
celebrated the collaborative effort in completing the first hydrogen semi-truck project. Stephanie
Godfrey’s daughter joined the Tigard Youth Advisory Council (TYAC). Tigard High School

successfully held Red Ribbon Week to promote drug and alcohol abuse prevention. The Council
approved a $10,000 matching food donation to Packed with Pride, a Tigard Tualatin District
partner agency of the Oregon Food Bank.
Concerns: The presence of ICE in the community and its impact on individuals facing food
insecurity.
Liaison Update Announcements & Meeting Recap (Nicole Hendrix)
Emily Tritsch is currently serving as the Acting City Manager. She has held a couple of open office
hours for community members to engage with her. There is a one-year vacancy on the City Council
due to Councilor Hu taking on the interim Mayor role. A "Meet the Mayor" event is scheduled for
November 20th.
This Sunday, the food carts at UP will be offering free food. The Tree Lighting event will be hosted
by Tigard Alliance. The CCE has reappointed members Connie, Kaitlin, Shaila, and Israel. A new
committee member, Brian Yaris, will attend the meeting in January, and Nicole is working on his
onboarding process. The CCE currently has two vacancies. The library levy has passed.
Feedback has been received regarding equitable engagement in forming coalitions among internal
and community leaders. The annual CCE Council presentation is scheduled for December 16th.
Councils are exploring ways to be more proactive in responding to employee turnover and
improving employee retention policies. Workplace training is currently in the works. Nicole will
also check with the City Attorney about addressing negative online posts.
Former Cinema Site Planning (Sean Farrelly)
In 2019, a large-scale public involvement initiative identified the need to prioritize affordable
housing and parks. As a result, the city has invested $3 million in affordable housing within the
Tigard Triangle Tax Increment Financing (TIF) districts, which include the downtown area of Tigard
and the Tigard Triangle, located near 99 West, I-5, and I-217. Tax increases in these districts are
allocated to specific projects, including street infrastructure and parks. Many apartments have
been constructed as part of a trial, and it is anticipated that a total of 2,000 apartments will be
developed in the next two to five years.
The site of the former Tigard Regal Cinema is planned to become a park, with an estimated two to
three years needed for planning. On October 20th, Sean and his team will host a community open
house at the site to discuss concept development. In addition to an online survey posted on social
media, Tigard Life, and the City newsletter, attendees will be asked on-site questions such as,
“What kind of amenities would you like to see?” and “What kind of buildings should be included?”
Earlier outreach efforts involved collaboration with the Town Center Advisory Commission (TCAC),
the Parks and Recreation Board (PRAB), Family Promise, and Transition Housing. Ali proposed an
indoor soccer facility similar to the one in the City of Sherwood, which could generate revenue for
the city. Sheila and Caitlyn suggested creating a cultural or community space based on the
recommendations in the Equitable Engagement report.

CCE Structure – Poll Results (Nicole Hendrix)
A poll was conducted regarding the structure of CCE meetings, specifically focusing on their
frequency and duration. Nicole received a total of nine responses. The majority of respondents
indicated that there is not enough time for presenters to engage in discussions, and they
expressed a preference for changing the meeting frequency from bi-weekly to monthly.
A proposed amendment to the CCE by-laws is as follows: change the meeting schedule from bi-
weekly to monthly. In addition, the committee will maintain the meeting length to a maximum of
90 minutes, with a hybrid format available as an option for members to participate. The by-laws
will also use flexible language concerning the length and frequency of meetings, allowing
discretion for the Chair and Co-Chair.
The Chair made a motion to recommend that the Council amend the CCE by-laws to monthly
meetings. This motion was approved unanimously.
Council Annual Report Presentation (Caitlin McKinley, Ali Haddadi)
The Chair and Vice-Chair provided an overview of the upcoming CCE annual Council presentation.
The topics that will be covered include: 1. Background - An introduction to our membership and
who we are. 2. 2025 in Review - A summary of our accomplishments and how we contributed to
the city. 3. Looking to 2026 - A discussion on future opportunities that align with the Council's
goals and priorities in terms of advocacy. The objective of the presentation is to also receive an
action plan that provides clear guidance and expectations from the Council.
Meeting Minute Review & Action, September Minutes (Chair, All)
The Chair called for the approval of the minutes. Sunshine Navarro Shively motioned to approve,
which was seconded by Shaila. The minutes of the September meeting were unanimously
approved as read.
