PUBLIC NOTICE: In accordance with Oregon House Bill 2560, this will be a hybrid meeting where some Council, staff or public will participate in person and some will participate remotely. How to comment: •Written public comment may be submitted electronically at www.tigard-or.gov/Comments by noon the day before the meeting date. • If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called. • If you prefer to call in, please call 503-966-4101 when instructed to be placed in the queue. We ask that you plan on limiting your testimony to two minutes. Upon request,the City will endeavor to arrange for the following services: • Qualified sign language interpreters for persons with speech or hearing impairments; and • Qualified bilingual interpreters. Since these services must be scheduled with outside service providers, it is important to allow as much lead time as possible. Workshop Meeting Meeting Date: 01/20/2026 Length (in minutes): 5 Minutes Agenda Title: Appoint At-Large Member of the Tigard Water Advisory Board Authored By: Brian Rager Presented By: Mayor Hu Item Type: Motion Requested Information EXPLANATION OF ISSUE The Tigard Water Advisory Board (WAB) is made up of five total members, with one elected official each from the City of Tigard, City of Durham and the Tigard Water District.There are two at-large positions as well, one from inside of Tigard city limits and one outside of Tigard city limits but within the Tigard Water Service Area.The latter at-large position is vacant and must be filled. The bylaws of the WAB state that the members of the WAB can review applicants for the at-large positions and make a recommendation to the Tigard City Council, who makes the final decision.The WAB reviewed three candidates and recommended that all three be considered by the Tigard City Council. Those three candidates have since been interviewed by members of the Tigard City Council and they are ready to make their formal appointment. ACTION REQUESTED Appoint Marie Walkiewicz as the new outside of Tigard at-large member of the Water Advisory Board. BACKGROUND INFORMATION The vacant at-large position was posted and four total applicants submitted interest. However, one applicant resides inside the Tigard city limits so was disqualified.The Water Advisory Board (WAB) reviewed the three qualifying candidates with the final decision being made by City Council. ALTERNATIVES& RECOMMENDATION The Council could reject all three candidates and provide direction to staff to repost the position. NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: SECTION 1: Marie Walkiewicz is appointed to the Water Advisory Board as an At-Large Member to fill a term that will expire December 31, 2027. ACTION REQUESTED Council is asked to (1) receive the project update, and (2) provide guidance on the ballot title. For the latter, Council is asked to provide themes or key messages that it wishes to see included in the ballot title. Staff will take Council's feedback and work with the City's communication consultants to prepare draft language for Council's review at an upcoming meeting. BACKGROUND INFORMATION The facilities that house the Tigard Police Department and the Public Works Department have reached the end of their useful life, resulting in buildings that are not safe during a disaster event,with functionally obsolete features that are difficult to maintain; these facilities are also overcrowded, geographically disparate, and in many cases, not fit for purpose. Investment in a new, combined facility would provide a safe and functional place with ready access to resources, including materials, equipment, training, secure communications, and data. It would also include Tigard's first Category 4 Emergency Operations Center (Category 4 buildings are essential facilities critical for public safety and recovery during emergencies) for coordinated response to emergency and disaster events. This investment would facilitate delivery of public safety and essential operations, and position the City to respond during disasters, both locally and together with county and regional providers. Public Involvement -Three polls collected feedback from Tigard residents in 2025. -The Building a Better Tigard project (previously known as the "Facility Modernization project") was featured at the Police and Public Works Family Fun Day and at the Building a Better Tigard Open House; the project had booths and giveaways at the Farmer's Market and at events throughout the summer of 2025. Several community conversations and tours were also held throughout 2025. -A community committee, known as the Voices Panel, was established in 2025 for project guidance and oversight. - Media has also been developed and shared with the public for information about the project,the needs it addresses, and the opportunity for Tigard going forward. Information has been shared online (social media,Tigard website), in newsletters, on TV, in paid advertisements, on Tigard vehicles, and in city facilities.
