Members Absent: Laura Crawford, and. Staff Present: Principal Engineer Courtney Furman, Principal Transportation Planner Tiffany Gehrke, and Sr. Administrative Specialist Joe Patton. Others Present: ODOT Area Manager West Region 1 Stephanie Turner, Tigard residents Lori Severino and Henry Taylor-Goalby. 1. CALL TO ORDER Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held at the Tigard Library in the 2nd floor conference room with a hybrid MS Teams option. 2. CONSIDER MINUTES The November 5, 2025, meeting Minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. ODOT UPDATES & RESPONSES Stephanie Turner introduced herself and noted that the Rectangular Rapid-Flashing Beacons (RRFB) at Hall Blvd., Tigard High School, Hemlock (north of Locust by the park) are all operational. The RRFB at Spruce (south of Locust) had a faulty piece that needs replacement but they anticipate it being operational December 10th. The ADA ramps along Hall Blvd. between Durham and Hwy. 99W are done. She noted other ADA ramps will be installed around Tigard in the coming years and they coordinate with Tigard when possible to combine needed work in the same area such as addressing drainage issues at Durham and Hwy 99W. She shared an ODOT YouTube video (https://www.youtube.com/watch?v=2OslD6qmNgs) titled, “All major elements of the OR 217 Auxiliary Lanes Project are now complete between Durham and Hwy 99W.!” She reviewed the questions previously submitted by members. The Omara St. and Hall Blvd. intersection will have an enhanced pedestrian crossing on the northern side. Members asked about a pedestrian island, RRFB, signalization, and speed limit decreases on Hall Blvd. Courtney commented that enhanced pedestrian crossings are what Tigard needs as they are a proven safety countermeasure that crashes. Requiring pedestrians to use the signalized crossing nearby would result in a 300 foot out of direction detour each way. In response to a question about accessible ramps along Hall Blvd. next to dirt paths, Stephanie explained that the funding has to be allocated from current and future ODOT projects. The ramps were required as part of a settlement and in order to complete sidewalk gaps right of way would have to be negotiated with property owners, greatly increasing the amount of time needed to complete the project and the overall cost. Feedback TIGARD TRANSPORTATION ADVISORY COMMITTEE December 3, 2025 Page 2 of 2 was given to the team responsible for the Hall Blvd. accessible ramps on lack of coordination. The U-turn permitted for the southbound Hwy 99W traffic was to allow access to businesses once the current barrier was placed and the northbound no turn on red to Hall Blvd. light was added as a safety measure as cars turning left onto Hall Blvd. have the right of way. Tigard is coordinating approval from ODOT for installation of the signal at Pfaffle and Hall, which may take a year to complete once approved. The jurisdictional transfer of Hall Blvd. is still of interest, but the legislature needs to earmark funding for it. The highway tolling idea is off the table. ODOT has a manual that governs speed reductions along local streets which considers many factors such as land use, driveways, and pedestrian use so requests take time to evaluate. ODOT has transitioned to a focus on all modes of travel, not just vehicles. The Hwy 217 onramps will be metered and monitored. Stephanie noted that Tigard residents advocate well for transportation projects. 5. FAREWELL & WELCOME MEMBERS Tiffany thanked Laura, Derek, Jim, Richard, and Alan for their service and noted that Jane will become a voting member along with new members Lori Severino and Henry Taylor-Goalby on January 1, 2026. 6. TSP UPDATE—PROJECT SCOPING In the interest of time, Tiffany will email the TSP outline, and members can submit changes to her and a survey will be created. 7. NON-AGENDA ITEMS A. Shawne shared pamphlets from ODOT on passing bicycles on a double yellow striped road and stop and yield for bicyclists. He noted Paris will remove 60,000 car parking spots and plans to pedestrianize 500 streets as part of their climate action plan. 8.
