Action: Motion for adjournment.
Executive Session
The Water Advisory Board may go into Executive Session. If an Executive Session is called to order, the
appropriate ORS citation will be announced identifying the applicable statute. All discussions are confidential
and those present may disclose nothing from the Session. Representatives of the news media are allowed to
attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No
Executive Session may be held for the purpose of taking any final action or making any final decision. Executive
Sessions are closed to the public.
The City of Tigard tries to make all reasonable modifications to ensure that people with disabilities have an equal
opportunity to participate in all city meetings.
Upon request, the city will do its best to arrange for the following services/equipment:
Assistive listening devices.
Qualified sign language interpreters.
Qualified bilingual interpreters.
Because the city may need to hire outside service providers or arrange for specialized equipment, those requesting
services/equipment should do so as far in advance as possible, but no later than 3 city workdays prior to the meeting.

1. Call to Order, Roll Call
The meeting was called to order at 5:33 pm by Acting Chair Michael Brewin.
2. Approval of Minutes – August 13, 2025
Acting Chair Brewin asked if there were any comments on the minutes from the August 13,
2025, meeting. Councilor Robbins motioned to approve the August 13, 2025, minutes,
Commissioner Tichy seconded the motion. The motion passed unanimously 4-0-0, with
Commissioners Heather Robbins, David Streicher, Bill Tichy and Michael Brewin voting yes.
3. Cell Tower Lease Extension Proposal Agreement
Acting Chair Brewin distributed a resolution handout in favor of a Board approval of the
Crown Castle Lease Agreement. The Board discussed the handout. Danielle Couch stated the

handout would be attached to the AIS for Council. Councilor Robbins motioned to approve
the Lease Agreement recommendation handout to Council, Commissioner Tichy seconded the
motion The motion passed unanimously 4-0-0, with Commissioners Heather Robbins, David
Streicher, Bill Tichy and Michael Brewin voting yes.
The Board took a vote via Roll Call, Councilor Robbins, Commissioner Tichy, Commissioner
Streicher, and Vice Chair Brewin voted in favor of the Lease Agreement Extension; it was
approved 4-0-0.
4. Elect New WAB Chair & Vice Chair
The Board discussed and voted on the new WAB Chair. Councilor Robbins motioned to
appoint Commissioner Brewin as Chair and Commissioner Tichy seconded the motion. The
motion passed 3-0-1 (Commissioner Brewin abstained). The Board discussed and voted on the
new WAB Vice Chair. Commissioner Tichy motioned to nominate Councilor Streicher as Vice
Chair and Commissioner Brewin seconded the motion. The motion passed 4-0-0.
5. Public Comments

6. Annual Meeting with Council – Final Planning
Chair Brewin distributed two handouts for Board discussion. The first handout titled Water
Conservation was discussed, revisions were made, and the final version was approved
unanimously by the Board. Summary recommendation by the Board: That the City should
continue to incorporate and promote water conservation in all City endeavors.
The second handout titled Additional Future Water Source was discussed, revisions were made,
and the final version was approved unanimously by the Board. Prior to the next WAB meeting
Councilor Robbins will have the finalized handout reviewed by Sambo Kirkman to verify the
work discussed is not already being done. Summary recommendation by the Board: That the
City should continue investigations into supplemental water supply, including a possible intertie
with the Willamette River Water Supply Program.

Councilor Robbins distributed a handout titled Water Concerns for New Development. The
Board discussed, revisions were made, and the final version was approved unanimously.
Summary recommendation by the Board: That the City should explore options to mitigate
water usage and carefully plan for additional water supply options, including accessing the
Willamette River through regional partnerships.
These three recommendations of the Board’s will be discussed at the annual meeting with
Council on October 28, 2025.
7. Non-Agenda Items – Review of Future Agenda Topics
The Board discussed the At-Large vacancy. The Board requested the vacancy be posted,
advertised on social media and mentioned in the city newsletter. The application deadline of
December 1, 2025, at 5:00 pm was suggested. The Board would like an opportunity to review
applications prior to the next WAB meeting scheduled for December 10, 2025. The Board will
make their recommendation for the new At-Large member to Council. The vacant application
packet will be sent with the agenda prior to the next WAB meeting.
The Board discussed inviting Mike Lueck to the next WAB meeting for a general overview of
the Emergency Management Preparedness program. Mr. Rager suggested Mr. Lueck could
walk the Board through a hypothetical situation of what would happen operationally in a major
catastrophe and how the city would handle that. Mr. Rager asked the Board if they have any
specific questions for Mr. Lueck, if they could send those to him a couple of weeks prior to the
meeting so they can prepare answers at the December meeting. Mr. Rager mentioned that Mr.
Lueck could come back to a future meeting and discuss impacts on the water, such as what
Tigard’s focus is regarding disaster preparedness in the water system and how customers
eventually get water in a disaster.
