Good Evening Tim,
Thank you for your follow-up email. I previously spoke with Pastor Dorothy regarding the reported concerns
involving your property. During our conversation, Pastor Dorothy refuted the concerns regarding the nuisance code
violations and indicated that your property is being utilized for commercial use involving the Harvest Hosts
program.
At that point, I accepted Pastor Dorothy's statements as being made in good faith and indicated that if she obtains
land use approval from the City's Planning Division for the commercial use of your property under the Harvest
Hosts program, I would close the associated code compliance case.
Subsequent to that discussion, Planning contacted Pastor Dorothy and explained the land use approval process
and what is required to continue engaging in the commercial use of your property for the Harvest Hosts program
(see attached email).
As per our typical protocol, once we receive confirmation that a party has entered into the land use approval
process with Planning,we typically suspend enforcement during that process. Please follow Planning's guidance
regarding the necessary land use approval steps.
If you have any questions, please feel free to call me at 503-718-2581.
Thank you for your assistance and cooperation.
Best regards,
Ken

Hi Pastor Dorothy,
As a religious facility, Christ the King Lutheran Church is a Conditional Use (CUP). The current trailer storage
and use associated with the Harvest Hosts programs is not covered in that conditional use.The cited violations
are not allowed under the approved conditional use.
To modify the Church's conditional use a Major Modification (MMD)Type II would be required. Attached is a
workflow of how to obtain a MMD Type II (red arrows) the steps are outlined in Chapter 18.710.
- Section 18.710.030.A. Pre-application meeting$450
- Section 18.710.030.B. Neighborhood meeting
- Section 18.710.030.C. MMD Type II application $4,848
- Section 18.710.030. D. Application completeness
- Section 18.710.060.A. Notice of application
- Section 18.710.060.B. Decision Chapter 18.765.070 Major Modifications
- Section 18.710.060.C. Notice of Decision
- Section 18.710.060.D. Final Decision
If you have any questions about the required Major Modification Type II to modify the existing Conditional Use
let us know.
Thank you,

You don't often get email from pastordorothy@tigardlutherans.com. Learn why this is important
Thank you for returning my call.
I have just one other question I forgot to ask. Will someone from the City come and assess with their own
eyes that the allegations leveled against us are inaccurate before imposing any fines?
First of all, there is no transient camp, there is no 'stored junk', no garbage or waste outside of proper
collection bins, there is no debris around the property...we pick it up at least once a week.
We have worked with the officers regularly when there is a 'real'transient' on the property. We cannot
and will not post No Trespassing signs on a church property.
I just want to be perfectly clear about the mission of a church. We don't operate our ministry the same
way that commercial businesses operate.
Thank you again for your call. Please let me know when you will be coming to assess the alleged
violations.
