Call to Order and Roll Call The meeting was called to order at 6:00 PM by Chair Ellen Brown. Approval of Minutes The minutes from October 13, 2025, were reviewed. Motion: A motion was made by Natalie Newgard to approve the minutes. Skip Haak seconded. Vote: Motion carried unanimously. Minutes, with correction, approved. 3. Comments from the Audience Chris Garstek (Potso Dog Park) • Howl O’ Ween went well; 12 entries (13 dogs) • Thanks to Melissa Heine, Justin More, Martin McKnight, and Josh Pope. • Weather correlates with attendance; given the rain/wind forecast, turnout was solid. Tigard Cinema Site Update Sean Farrelly, Redevelopment Manager for the City of Tigard/Town Center Development Agency, provided a presentation on the future park plans at the recently purchased cinema site in the Tigard Triangle area. • Two urban renewal/TIF districts; Tigard Triangle lacks parks and has seen significant apartment growth (hundreds built/under construction/planned). Land costs are high. • Former Tigard Cinemas (approximately 10.69 acres) acquired; concept envisions park + redevelopment + new streets (final layout TBD). • Concurrent work: Red Rock Creek Stabilization & Enhancement (sewer relocation; wider stream corridor). For each tree removed, approximately 9 are planted; some felled trees used in-creek for habitat. • Community engagement: 10/20 on-site event (approximately 90 attendees) with a “$100 community budgeting” exercise. Top categories: o Entertainment (e.g., amphitheater) o Housing o Community services & spaces o Food options o Personal services o Top handwritten ideas: community garden, amphitheater, food cart pod, housing, water feature/wetland. • Public park funded with public dollars; adjacent private development via RFQ; expect must- haves vs. nice-to-haves for feasibility. • Staff report to Council February (go/no-go); then RFQ for development partner; in parallel, form park design committee. Earliest park opening approximately 3 years, sooner only if TIF revenue accelerates. 5. Public Works Department Communication Update Public Works Community Engagement Coordinator, Jessica Love, provided information on upcoming Public Works programs and activities of interest to the Park and Recreation Advisory Board. • McDonald Street survey closes next week; early design phase aims for streets with strong school access focus. • Public Works Calendar: 2nd edition publishes in December. • Police & Public Works Facility: Open house Nov 17, 5:30–8:00 PM at Tigard Public Library with a 3D layout model; discussing bond scenarios (20- or 30-year, $151M; $9–$15/month for avg homeowner). 6. Parks and Recreation Manager Update Parks, Recreation, and Green Infrastructure Manager, Rick Gruen, provided updates on park related policies, programs, and projects of interest. • Pickleball community meeting: Productive session. PARK & RECREATION ADVISORY BOARD MINUTES – NOVEMBER 10, 2025 DRAFT City of Tigard | 13125 SW Hall Blvd., Tigard, OR 97223 | 503-639-4171 | www.tigard-or.gov | Page 3 of 5 o Focus: Enforcement (parking & court rules). o Actions underway: Courtesy “no parking on residential side” signs; exploring citation authority for Rangers (e.g., mailbox/driveway blocking); courtside meetings this spring to review rules; programming adjustments to reduce congestion. • Starting next month, PRAB returns to Public Works Auditorium (new AV supports hybrid). • Council/committee meeting planned in January (target Jan 20); December PRAB meeting will be held to prep. • Ranger program: Jordan departs mid-December; Jordan to present to PRAB beforehand; Board support needed to advocate for a full-time Ranger. • O&M staffing pressures: o Current system demand: 22 FTE; staffed 20 FTE (short 2). o River Terrace 2.0 adds approximately 60 acres (urban park expectations like restrooms, splash/activation); 6–8 FTE estimated need. o Both PARF and parks SDC methodology need full updates (10+ yrs / 4 yrs since plan adoption). • Capital projects: o Accessible dock contracts expected early Dec; fabrication & construction bid packages in new year. o Steve Street in land use review now; aiming for bid & late spring/early summer start. 7. Recreation Update Update, overview, and future Recreation offerings provided by Kaitlyn Leaf, Recreation Program Coordinator. • Programs concluded/underway: o Flag Football: had approximately 40 middle schoolers. o Baby & Me: October session wrapped; new session in January. o Wiggle & Giggle: Running now; full; hosted at Rose City Futsal West. • Upcoming events: o Teddy Bear Party (November 15) for toddlers/preschoolers. o Wreath Workshops: Two sessions full with long waitlists; considering adding a 3rd next year. o Toddler Messy Art in December. o Tree Lighting presence (crafts & giveaways). o 8th Annual Snowman Scavenger Hunt in December. • 2026 scholarships (annual re-apply); sponsor & vendor landing pages live (processing/recruitment begins in January). • Fanno Creek House: Now fully used for Recreation Department office/storage/production (no longer rentable). • Rec Aide recruitment starts January PARK & RECREATION ADVISORY BOARD MINUTES – NOVEMBER 10, 2025 DRAFT City of Tigard | 13125 SW Hall Blvd., Tigard, OR 97223 | 503-639-4171 | www.tigard-or.gov | Page 4 of 5 8. Park Update Projects and operations update from Park Supervisor, Greg Stout. • Blueberry Hill Park: Walkthrough this Wednesday (11/12) for restrooms and a pickleball- court check; if systems pass, restrooms open and maintenance transitions to Parks. • Hiring: 72 applications received (utility/underfill); 15 phone screens complete; plan to narrow to 5–7 for in-person, then 2–3 finalists. • Cook Park Boat Dock: Removed for winter; reinstall in spring. • Universal Plaza: Asphalt repair & curb install complete; walkthrough Thursday (11/13) before sign-off; construction fencing removed. • Boy Scout tree recycling: Permit applications expected for Cook and Lasich. • Leaf drop-off: First event saw around 250 cars. • Seasonal work: Leaf removal, pruning, winter projects. • Trail maintenance—root mitigation: o Along Englewood Trail: Performed root pruning (mostly cottonwoods) using a root grinder trench pass about 1 foot off trail edge. o Cost approximately $4,000 for the trail; recommended every 2 years; cheaper than frequent asphalt replacement. • Public art: Donated statue relocated to Main Street next to the stationery store with donor present for positioning; Tigard Downtown Alliance continues rotating art/murals (new mural under 99W near Senet Game Bar). 9. Advocacy Items • Prepare template advocacy letters (talking points + personal story prompts + how/where to send). • Recirculate the 10-Year Parks System Plan link for newer members; tie advocacy asks back to adopted plan priorities. 10. Non-Agenda Items • Natalie Newgard, whose term ends this year, requested 5 minutes on next month’s agenda to share reflections; Chair agreed to add 11.
