6:00 PM 1. Call to Order and Roll Call
Chair will call the meeting to order. Recorder will conduct roll call.
6:02 PM 2. Approval of Minutes: November 10, 2025
6:05 PM 3. Public Comment
Call for comments from the public.
6:10 PM 4. Pilot Park Ranger Program
Jordan Porter, Park Ranger, City of Tigard Parks and Recreation, will provide a
presentation on the first season’s accomplishments of the pilot Tigard Park Ranger
Program.
6:30 PM 5. Tualatin River Water Trail Signage Program
Tualatin Riverkeepers River Experiences Program Manager, Mark Fitzsimons, will share
updated National River Trails signage for Cook Family Park and other locations along the
federally designated Tualatin River Water Trail.
6:45 PM 6. Parks and Recreation Manager Update
Parks, Recreation, and Green Infrastructure Manager, Rick Gruen, will provide updates on
park related policies, programs, and projects of interest.
6:55 PM 7. Recreation Update
Update, overview, and future Recreation offerings from Kaitlyn Leaf, Recreation Program
Coordinator, Justin More, Recreation Program Specialist, and Melissa Heine, Recreation
Administrative Specialist II.
7:05 PM 8. Park Update
Projects and operations update from Park Supervisors, Martin McKnight and Greg Stout.

7:15 PM 9. PRAB Member Recognition
Ellen Brown, PRAB Chair, will recognize PRAB members that will be stepping away
from the Park and Recreation Advisory Board following the expiration of their term on
December 31, 2025.
7:25 PM 10. Advocacy Items
Parking lot from prior PRAB meetings for further discussion at a later date:
• Park policy/rules – trail safety; drone use.
• Park policy – maintaining the integrity and existing footprint of parks; protect park
assets from being monetized to outside interest/uses
• Support for Trail System funding strategy.
• Support for Park Ranger position.
