On 6/29/17 at 00:33 hours, Ofc Linn made contact with the window washers working at the Tigard Towne Plaza at 16200
SW Pacific Highway and learned they had permits to work nights. Please refer to CAD CAII # 171800041
On Monday Morning(07/02/17) at 04:14 hours I made contact with the food delivery driver who was driving a truck and
trailer, making delivery for Biscuit's Café. The truck was loud when arriving and backing up (several beeps). Once
stopped,the truck was turned off and some mechanical noises could be heard before removing product and delivering to
the store.
The driver stated he didn't have a permit, has never been asked about one, stating the contract would be through the
business and the delivery service. Driver stated the delivery is made before the business open's and since this is a
breakfast restaurant,the delivery has to be made early.
As we were talking, Pride Recycle truck arrived, picking up the recycle at McDonald's and near Biscuit's Café. I spoke
with the driver who referred me to the district office, he had no permit and stated this is commercial property and is
authorized for recycle pick up. Please refer to CAD Call# 171840125.

I received a complaint about excessive noise occurring in the early morning between 3:50 and 4:30 am at the Tigard
Towne Square located at 16200 SW Pacific Hwy. I spoke with Pride Disposal and the times and duration they conduct
trash pick-up at that location don't coincide with what is being reported. Is there any way one of the Tigard Police
Officers can intermittently patrol the Tigard Town Square area in the early morning to figure out who is making all the
noise?

I spoke with a representative at Pride Disposal.The times and duration of activity and noise you indicated do not match
up with their reported pick up times or duration of pick up (approximately one minute) at that location. If you could be
more specific about who is causing the noise, I can take appropriate action. In the meantime, I will pass your complaint
along to Tigard PD. Hopefully they will be able to help us determine who is causing the disturbance. If you have any

Subject: Nuisance Noise
Hello again,
I'm writing to complain about the excessive nuisance NOISE emanating from behind the Tigard Town Square shopping
center every Sunday and Thursday nights between around 3:50 AM and 4:30 AM. And sometimes again between 6:30
AM and 7 AM on Mondays.
This NOISE jolts our entire family awake, and our home is 1/4 mile away. The noise is trash collection activity including
the SLAMMING,SCRAPING and SCREECHING of several heavy metal dumpsters and hydraulic trash compactors.This
cacophony goes on for up to 20 minutes at a time, and is punctuated by the most annoying BEEP-BEEP-BEEPS of the
trash truck backing up and REVVING its engine. Every night's sleep is ruined when this happens.
I have called Washington County Sheriff, Tigard Police and submitted complaints about this nuisance several times now. I
believe the culprit is either Pride Recycling or Waste Management.And as discussed before,there are no exceptions on
the books for trash collectors.
I would like the City of Tigard to enforce its nuisance noise ordinance by posting a police officer at this location next
Sunday night and citing the company responsible. And then I would like to be informed that such action was taken,
please.
It is absolutely unacceptable for this to continue happening twice a week before 7 AM so close to a residential area.
