TIGARD TRANSPORTATION ADVISORY COMMITTEE
Meeting Minutes
November 5, 2025
Members Present: Sarah Bentley, Kerry Campbell, Laura Crawford, Alan Eckert, Michael
Hendrickson (Chair), Jane Honeyman Alternate), Barrett Johnson, Richard Keast, Derek Lawson,
Shawne Martinez, Jim Schiffer Alternate), and Mick Stevens.
Members Absent: N’A.
Staff Present: Courtney Furman, Project Coordinator Jillian Pfeifer, Principal Transportation
Planner Tiffany Gehrke, and Sr. Administrative Specialist Joe Patton.
Others Present: Council Liaison Jeanette Shaw Kittelson Engineer Keisuke Harry.
1. CALL TO ORDER
Chair Hendrickson called the meeting to order at 6:00 pm. The meeting was held at the Tigard
Library in the 2nd floor conference room with a hybrid MS Teams option.
2. CONSIDER MINUTES
The September 3, 2025, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. ODOT PROJECT UPDATES
This item was deferred until the December meeting.
5. TSP GOALS/VISION ZERO/COMPLETE STREETS
Tiffany shared a short presentation that included the foundational elements TTAC members
support, the TSP Vision statement, TSP Goals, Prioritizing Transportation Safety and Vision Zero
statement, and Tigard’s Complete Streets Policy.
6. MCDONALD STREET PROJECT
Courtney gave a Project overview presentation that included Project Location, Project
Improvements, Key Intersections, Project Goals, Project Schedule, Public Involvement Strategies,
Fall Public Engagement, Online Survey Info, Cross Section Drawings and photos of examples, and
the Intersecyion Alternatives. She noted there are some main water lines that run under McDonald
St. that will be replaced. The total budget for the project is $25 million which includes land
acquisition, landscaping, undergrounding of utilities, sidewalks, and bike lanes. The delivery method
normally used is to have land acquisitions and plans finalized, then a contractor is hired. This time
Tigard may consider bringing in the contractor earlier as they may have ways to save money with
design and materials selected. The downside is the contractor bids may not be as low. Tigard has
used the alternative delivery method for other types of projects. If Council decides to use it for this
project it would be the first transportation project in Tigard to use it.

Keisuke Harry shared the Alternatives being considered. He explained that the primary evaluation
criteria focus on accommodating bicycles and pedestrians along the corridor, followed by
intersection design. He briefly discussed the pros and cons of the four Alternatives: Buffered Bike
Lanes, Shared-Use Path, Separated Cycle Track and Sidewalk, and Raised Cycle Track and Separated
Sidewalks. A photo example of each Alternative was shared.
7. NON-AGENDA ITEMS
A. Shawne noted that recent coverage of the death of a Tigard High School student contained
an inaccuracy. Most local newspapers reported that the student was riding an E-bike, which
typically has built-in speed limitations; however, he was riding an E-moto, which can reach
significantly higher speeds.
B. Richard asked about the placement of mailboxes along Murdock St. Some have been moved
or grouped while others have not. Courtney will talk to the Project Manager Jeff Peck for
more details, but sometimes the placement is due to the USPS and other times the property
owner. Richard also suggested showing some of the utilities on the drawings of 72nd St. in
case their placement impacts the design.
8. ADJOURNMENT
The meeting adjourned at 7:50 p.m. with members attending in person taking part in an exercise for
the SW 72nd design.
