WHEREAS, Transgender Awareness Week raises visibility for transgender and gender ,ftrf nonconforming people and the issues they face, leading up to Transgender Day of ;8 `','.. , Remembrance (TDOR) on November 20, founded in 1998 to honor Rita Hester and others 6. 4 lost to violence; and j' 7 WHEREAS, TDOR is a day to mourn and honor transgender lives destroyed through acts of ;� i ,�- hate, with transgender Black, Indigenous, and People of Color—particularly Black and t f, Latina women—at greatest risk; and l WHEREAS, transgender andgender nonconformingindividuals continue to face challenges 9 9 to safety, recognition, and equitable g q opportunity, and the wellbeing of transgender youth is t,...- endangered when barriers limit access to affirming healthcare, education, and inclusion; and 4i i ":' WHEREAS, the City of Tigard is committed to fostering a community where every person is ) 5� �t o treated with dignity and respect, where all are welcomed and included, and where barriers to ~ +. safe and full participation are addressed; and y 'e; . ,: WHEREAS, Tigard's transgender and gender nonconforming residents are a vital part of our •' 1 �'A,4,; city, contributing to academic, economic, artistic, political, and social life; and � ( r f �`.
