Call to Order and Roll Call The meeting was called to order at 6:03 PM by Chair Ellen Brown. Roll Call Members Present: Ellen Brown (Chair), Natalie Newgard (Vice Chair), James Essenberg, Joleine Sigler, Skip Haak Alternates Present: Veronica Johnson, Candi Cornils Council Liaison: Councilor Faraz Ghoddusi Members Excused: Ken Barker, Denise Stephens Staff Present: Rick Gruen (Parks, Recreation, and Green Infrastructure Manager), Marin McKnight (Parks Supervisor), Melissa Heine (Recreation Administrative Specialist II/Recorder), Payton Stang (Public Works Community Engagement Assistant), Jillian Pfeifer (Public Works/Engineering Project Manager) Others Present: Joe West, Ray and Donna Botteen, Chris Garstek 2. Approval of Minutes The minutes from August 11, 2025, were reviewed. Motion: A motion was made by James Essenberg to approve the minutes. Skip Haak seconded. Vote: Motion carried unanimously. Minutes approved. 3. Comments from the Audience Joe West (neighbor, Summer Lake Park; captain, Summer Lake Neighborhood Watch) • Representing: approximately 56 households on the south end near Brittany Drive/Winter Lake Drive Key concerns & requests: • Shelter after-hours misuse: Power & lighting draw late-night gatherings; no on-site enforcement. • Power misuse: RVs plugging into shelter power; overloading system. Board/Staff response: • Acknowledged issues and committed to follow-up meeting. • Noted new pickleball courts in River Terrace may help. • Encouraged community advocacy for full-time Park Ranger. • Explore signage, reservation enforcement, power controls, and parking management. Ray and Donna Botteen (Cook Park neighborhood) Concerns: • Street racing and donuts in West parking lot of Cook Park. • Safety at speed hump and intersection. • Requested more patrols and potential gate after hours. Board/Staff response: - Explore Tigard Police targeted patrols, Ranger coordination, and gate feasibility. Chris Garstek (Potso Dog Park) • Thanked Melissa Heine and Justin More for their work on the upcoming Howl O’Ween • Howl O’Ween Canine Costume Contest: Saturday, October 25. • Flyers out; mayor/council presence TBD. • Invitation extended to all. 4. Bagan Wetland Park Update Jillian Pfeifer, Public Works/Engineering Project Manager, provided a presentation on the status of development plans for Bagan Wetland Park. • Phased approach due to Clean Water Services pipeline timeline. • Phase 1 will cost approximately $1.5 million. The entire project is estimated to cost $5 million. • Interim soft trail to establish access. Approved by PRAB members. • Deferral of high-cost boardwalk. • “Future Park/Trail” signage planned. 5. Public Works Department Communication Update Public Works Community Engagement Assistant, Payton Stang, provided information on upcoming Public Works programs and activities of interest to the Park and Recreation Advisory Board. • McDonald Street Safety Improvements: Open House October 15, Library. • Public Works/Police Department Project: Open House November 17 • Family Fun Day has around 1,000 participants and El Tigre had around 1,000 participants. Parks and Recreation Manager Update Parks, Recreation, and Green Infrastructure Manager, Rick Gruen, provided updates on park related policies, programs, and projects of interest. • Eastview Heritage Park path reinstalled. • Inclusive Playground featured in 2026 LSI catalog. • Discussed recent city management changes. • Cinema site open house October 20. • Blueberry Hill Park courts and restrooms are near completion. • South River Terrace Park is near completion. 7. Recreation Update Update, overview, and future Recreation offerings provided by Kaitlyn Leaf, Recreation Program Coordinator via email. • Day camps were a success and served over 200 children. • Concerts in the Park: Three concerts that attracted over 3,000 community members. • Movies in the Park: Over 300 attendees at the final movie in September. • Fourth annual Fall Festival on September 27 was a success with multiple vendors and around 250 community members. • ASA Flag Football, in partnership with TTSD, has begun and runs through November. • Fall Kids Night Out is full, with a waitlist. Winter season registration opens on December 1. • Infant-Toddler Programs: Baby & Me is finishing at the end of October. It will return in the New Year. Wiggle n Giggle is starting soon. Introducing a new Merry Messy Art Class in December. 8. Park Update Projects and operations update from Park Supervisor, Martin McKnight. • Universal Plaza work to fix edges on asphalt has begun. Food carts and restrooms will remain open. The Farmer’s Market has temporarily moved to Public Works. Project should end in November. • Search to fill vacant Utility Worker position. • Asphalt work has begun on the trail at Jack Park. 9. Advocacy Items • Pickleball to be added to advocacy section. 10. Non-Agenda Items • Consider Spring onsite Board meeting at Summer Lake shelter. Adjourn Motion: A motion was made by Natalie Newgard to adjourn the meeting. James Essenberg seconded. Time: The meeting adjourned at 7:18 PM.
