EQUITY ENVIRONMENT 421; ECONOMY 4` ENGAGEMENT 0 EXCELLENCE A- 1: INVESTIGATIONS OF SITE CONDITIONS Our investigations will begin as early as possible by examining every inch of the site,assessing its surroundings(the Fields Apartments, Potso Dog Park,Charter Mechanical,TerraFirma),identifying potential risks and plans to mitigate them.To ensure construction documents reflect the actual site conditions and that the new facility works well within them,our team will continually strive for full integration between the City,Otak,Scott Edwards Architecture(SEA),local subcontractors,community groups and our CM/GC team. This means actively supporting the City and SEA to ensure the new facility(and the 9.5 acre site)is designed to meet CWS' hydromodification standards.Our team can further support SEA through constructability review of different options(vegetated basin, eco-roof,underground detention system,etc.).And,as the CM/GC,it will be our responsibility to help the City properly budget and schedule for these features(which can peripherally support the City's Climate Action plan for sustainability). CITY OF TIGARD I 2 Police and Public Works Facility-CM/GC RFP 2025-20 /C perlo 4.3 MANAGEMENT OF THE WORK ii WORKING AS A TEAM DURING DESIGN Successfully working together during design means working as a fully integrated CM/GC team with an"Open-Book"policy.This means that all parties,especially those with the City,will have the opportunity to buy-in on planning,phasing,cost and design.Our team will then offer sound technical expertise in developing solutions that reflect the feedback we receive.We have found that if team members are not openly sharing information throughout the design process it can inadvertently demonstrate a lack of confidence,which can lead to a breakdown in communication.The best way to manage this will be to practice and encourage a transparent and consistent style of communication by building genuine connections through face-to-face and/or virtual interactions. A kick-off meeting will bring everyone to the"table;'after which routine meetings will be held throughout the life of the project.Not only will this help maintain trust amongst team members,it will also boost morale and establish clear expectations for the entire team. To manage cost volatility,we'll use our continually updated cost database—built from local bids,industry publications(ENR,R.S.Means, etc.),and input from Tigard-area subcontractors.Our team has a comprehensive understanding of the current market,allowing us to provide accurate estimates with realistic,not excessive,contingencies.If a third-party estimator is used,we'll compile both estimates into a side-by-side matrix for easy comparison and host a review meeting with the City to address variances.
