Executive Session The Water Advisory Board may go into Executive Session. If an Executive Session is called to order, the appropriate ORS citation will be announced identifying the applicable statute. All discussions are confidential and those present may disclose nothing from the Session. Representatives of the news media are allowed to attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No Executive Session may be held for the purpose of taking any final action or making any final decision. Executive Sessions are closed to the public. Call to Order, Roll Call The meeting was called to order at 5:36 pm by Vice Chair Michael Brewin. Commissioner Tichy arrived during the last part of the Cell Tower Lease Extension discussion. 2. Approval of Minutes – June 18, 2025 Vice Chair Brewin asked if there were any comments on the minutes from the June 18, 2025, meeting. Commissioner Streicher motioned to approve the June 18, 2025, minutes, Councilor Robbins seconded the motion. The motion passed unanimously 3-0-0, with Commissioners Heather Robbins, David Streicher, and Michael Brewin voting yes. 3. Public Comments None 4. Cell Tower Lease Extension Proposal Agreement Brian Rager introduced Danielle Couch and gave a brief overview of the lease agreement. He stated that the main company the city deals with on the lease has asked for an extension. Daniell Couch gave some background information and staff recommendations. She explained that PC’s site agreement lease with the parent company that owns the tower is STC 5, LLC. They are represented by Crown Castle. Ms. Couch discussed the site agreement lease and asked for the Board’s approval pursuant to section 21 of the Tigard Water District Tenancy and Common Agreement. The Board asked if Ms. Couch could provide them with the staff report and that they would like an opportunity to review before making their recommendation to the Council regarding renewal of the lease agreement. The Board will review the report and will make a recommendation to the Council at the next WAB meeting. 5. Annual Meeting with Council – Continued Discussion Commissioner Brewin discussed a proposed Agenda for the upcoming Annual Council meeting. After introductions, his suggestion is for Staff to give a brief overview of the LOT partnership and the treatment plant and/or what the service area looks like. The YouTube video called The Path to water could be played. Also, it would be good to show a map of the Tigard Water Service area and then the Water facilities map showing the pipes, the pump stations and where the reservoirs are located. Mr. Brewin also provided a list of items the Board has discussed over the last year. Mr. Brewin suggested a recommendation to the Council could be to connect to the 60-inch water line recently installed as part of the Willamette River Water Supply project and purchase water from that source up to 5 million gallons per day. Councilor Robbins asked when Mr. Brewin would propose this investment should be made. Mr. Brewin suggested setting up an agreement soon so that Tigard can take water when needed. Councilor Robbins stated this would need to be a bigger conversation with city staff. The Board will be updated regularly regarding the next Water Master Plan update. The Master Plan update will come with a list of recommended projects, which will include an updated forecast of water demand. This will inform us as to how soon Tigard may need to invest in the next source. Following the master plan process, a water rate study will be done. The Board will be able to have input into both the master plan process and rate study work. Councilor Robbins stated the WAB could express a concern to Council regarding continued housing developments as it relates to Metro’s policies, and that the City should be careful about and mindful of the city’s water supply regarding the projected population growth. Mr. Rager suggested the WAB consider gaining some further education about this house policy issue before having the Annual meeting with Council. He stated there are some additional topics of education that would be helpful to this Board to have before that meeting occurs. Councilor Robbins stated she would like the opportunity to speak with Sambo Kirkman the Community Development Director prior to the next meeting and prepare a statement for the Board. She suggested we have Sambo Kirkman come in for a discussion with the Board next year. Mr. Rager gave the Board a couple of handouts, one was a memo related to the emergency Response Plan, and the other one is related to Risk and Resiliency Assessment. He briefly discussed what kinds of information in each of those documents and provided an overview of each. The Board would like to have Mike Lueck, the Emergency Services Coordinator, come in for a future discussion. Commissioner Brewin suggested a representative from Tualatin Valley Fire and Rescue (TVF&R) come in for a future discussion. 6.
