The City of Tigard tries to make all reasonable modifications to ensure that people with disabilities have an equal
opportunity to participate in all city meetings.
Upon request, the city will do its best to arrange for the following services/equipment:
Assistive listening devices.
Qualified sign language interpreters.
Qualified bilingual interpreters.
Because the city may need to hire outside service providers or arrange for specialized equipment, those requesting
services/equipment should do so as far in advance as possible, but no later than 3 city workdays prior to the meeting.

Executive Session
The Water Advisory Board may go into Executive Session. If an Executive Session is called to order, the
appropriate ORS citation will be announced identifying the applicable statute. All discussions are confidential
and those present may disclose nothing from the Session. Representatives of the news media are allowed to
attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose any information discussed.
No Executive Session may be held for the purpose of taking any final action or making any final decision.
Executive Sessions are closed to the public.

1. Call to Order, Roll Call
The meeting was called to order at 5:30 pm by Chair Ken Henschel.
2. Approval of Minutes – April 9, 2025 – Chair Henschel
Chair Henschel asked if there were any comments on the minutes from the April 9, 2025,
meeting. Councilor Robbins motioned to approve the April 9, 2025, minutes, Commissioner
Brewin seconded the motion. The motion passed unanimously 5-0-0, with Commissioners Ken
Henschel, Heather Robbins, David Striecher, Bill Tichy and Michael Brewin voting yes.

4. Discuss Changes to the WAB Minutes
Brian Rager discussed the new format for the WAB minutes per Councilor Robbins’
suggestion. The WAB had no objections to the new format.
5. Annual Meeting – Discuss any WAB Policy Recommendations to the Tigard City Council
Brian Rager discussed how advisory boards communicate with Council which is operational in
nature. Commissioner Brewin stated conservation and carbon emissions are important topics
to discuss with the Council. Counciler Robbins agreed. Chair Henschel stated the watershed
efforts/conservation efforts are other important topics that could be discussed with the
Council.
Commissioner Streicher asked about conservation, and whether the system itself has been
looked at. Mr. Rager asked Rob Murchison to address the Board to answer that question. Mr.
Murchison stated the city has replacement programs, and that some of the technology is
satellite based. There are some data analytics that will let the city know where a leak is.
Commissioner Brewin brought up the backflow prevention that was previously discussed in a
prior WAB meeting; the Board discussed this topic further.
Councilor Robbins stated that, typically, the joint meetings between the council and boards and
committees are not very long. The board in question will typically state what it has been doing
regarding the topics it has to present. The mayor might then ask what help the board would
want from the Council. The Council may ask for follow-up on any given item. The board can
then make recommendations to the Council.
Councilor Robbins also noted the Board could acknowledge the Council’s goal regarding more
housing and point out that there is a limited amount of water, and advocate for continued
research into other sources of water, including possibly looking into the Willamette River
investments that could be applied.
