All discussions are confidential and those present may disclose nothing from the Session. Representatives of the news media are allowed to attend Executive Sessions, as provided by ORS 192.660(4), but must not discl ose any information discussed. No Executive Session may be held for the purpose of taking any final action or making any final decision. Executive Sessions are closed to the public. Upon request, the city will do its best to arrange for the following services/equipment: • Assistive listening devices. • Qualified sign language interpreters. • Qualified bilingual interpreters. Because the city may need to hire outside service providers or arrange for specialized equipment, those requesting services/equipment should do so as far in advance as possible, but no later than 3 city work days prior to the meeting. Page 1 of 2 CITY OF TIGARD TOWN CENTER ADVISORY COMMISSION Meeting Minutes September 10, 2025 Members Present: Alvin Bautista, Sarah Ericksen, John Goodhouse (Alternate), JoJo Keating, Patty Lofgren, Michele Powers, Sarah Serata, Elise Shearer, Chris Sjolin, Bob Tomasovic (Vice Chair), and Gabe Velasquez (Chair). Members Absent: Dan Hayes. Staff Present: City Manager Brent Stockwell, Community Development Director Sambo Kirkman, Redevelopment Project Manager Sean Farrelly, Project Manager Windol Cador, and Sr. Administrative Specialist Joe Patton. Others Present: TCAC Council Liaison Councilor Yi-Kang Hu and Alternate Liaison Councilor Jake Schlack. 1. CALL TO ORDER Chair Velasquez called the meeting to order at 6:00 pm. The meeting was held in Town Hall with a hybrid MS Teams option. 2. CONSIDER MINUTES The July 9, 2025, TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS – N/A 4. PUBLIC COMMENT – N/A 5. FOLLOW UP FROM PREVIOUS MEETINGS – N/A 6. MEET CITY MANAGER/TCDA EXEC DIRECTOR Brent Stockwell briefly introduced himself and his background noting he previously worked as the Assistant City Manager in Scottsdale, Arizona. Since he started in Tigard on June 1, 2025, he has been busy attending events and meeting with business leaders and community members. 7. TCAC UPCOMING RECRUITMENT Sean noted there will be a couple openings next year and he encouraged Commissioners to spread the word with community members that might be interested in joining. 8. DOWNTOWN WAYFINDING PLAN Windol and Sean gave a brief presentation that included Project Overview, Final Wayfinding Signs, and the Final Wayfinding Plan (Sign Types and Design Intent Drawings, Sign Programming and Schedule, and Sign Placement Plan). ODOT required the yellow on street signs to be removed to avoid motorist confusion. The yellow will remain on the kiosk signs. There are funds budgeted in the CIP to implement the plan starting this fiscal year. The goal is completion within two years. The plan can be implemented citywide, but it will start in the Downtown TIF District. The Triangle TIF District would be a likely next phase. A citywide rollout would require city funds (not TIF.) TOWN CENTER ADVISORY COMMISSION September 10, 2025 Page 2 of 2 9. NICK WILSON MEMORIAL PLAZA MODIFICATION Sean noted that community members and business owners provided feedback on the concept plan. There was concern regarding construction impacts given the recent work along Main St. It was also previously ranked as the lowest priority project by the TCAC. The plan could be tabled for now and revisited later as the city already owns right-of-way for its construction. The consultants have been tasked with creating a list of alternative ways to honor Nick Wilson. An option discussed by Commissioners was to name the public plaza next to Ava after him. Commissioners unanimously agreed to recommend improving the existing Fanno Creek Trail boardwalk and bike/pedestrian bridge (which are in poor condition); replacing the bridge decking and boardwalk approaches, adding new decorative bridge railings; reconfiguring the existing adjacent Main Street crosswalk and bulb-outs to improve Fanno Creek Trail connections, particularly for cyclists; and restoration and replanting of the Fanno Creek banks between the two bridges. 10. TRIANGLE TOUR DEBRIEF Commissioners discussed their experiences on the tour. It was noted that TTAC members enjoyed the collaboration. The lack of sidewalks and lack of access from the parking to the sidewalk along SW 72nd Avenue, the REACH project, and development of the former Regal site were highlighted. 11. 72ND AVE REDEVELOPMENT SITE NEXT STEPS Sean noted the memo contained with the Agenda. Steps will be taken to secure the project as dumping of garbage has become an issue. Community engagement begins in late October onsite, at community events, and at nearby apartment complexes. TCDA will be briefed early next year on results of the outreach. 12. PROJECT UPDATES Sean briefly reviewed the updates included with the Agenda. 13. LIAISON REPORTS A. Patty provided a CHART update noting there are currently six households (eight people) utilizing the Safe parking spots and two churches interested in hosting Safe parking spots. B. John stated Family Promise is seeking new board members. C. Chris noted that the TDA Street Fair is on September 14 from 10 am to 3 pm. 14. ADJOURN BUSINESS MEETING The meeting adjourned at 8:00 pm. Active support for acquisition of Hall Blvd. by City of Tigard. Work with the Tigard Transportation Advisory Committee on walkability issues and potential solutions. Document and report on pertinent studies, such as the Red Rock Creek Trail Study, and legislative actions that may impact safety, pedestrian projects, walkability and wayfinding.
