Measure 34-345 on Nov. 4, 2025 Ballot Proposed Levy for Countywide Library Services Washington County Cooperative Library Services (WCCLS) is the primary source of funding for public library operations across the county. About 45% of WCCLS funding currently comes from a local option levy that will expire in June 2026. On Nov. 4, 2025, voters will have the opportunity to consider proposed Measure 34-345 that would fund public library services in Washington County. If passed, Measure 34-345 would fund: Reading and learning support for kids & teens Central services that efficiently link libraries together Open hours and access to books & materials Reading events for children If passed, how would Measure 34-345 affect taxpayers? If passed, the proposed measure would authorize an increase in property taxes. The proposed measure would cost property owners $0.37 per $1,000 of assessed property value. The tax would continue from July 2026 through June 2031. The owner of a home assessed at $348,600 would pay approximately $129 per year, or $10.75 per month. The measure would raise $188,915,688 between July 2026 and June 2031. What would happen if Measure 34-345 does not pass? If the proposed measure does not pass, library services would not be provided as proposed and property taxes would not be increased. To learn more, please visit wccls.org/levy. Expect Noise, Traffic September 29-30 As part of the Library’s HVAC upgrade project, the City of Tigard Public Works team will be removing the Douglas Fir trees on the east side of the library building near the new Fanno Creek Bridge. The work will begin in the early morning on Monday, September 29, and be complete by the end of the day on Tuesday. During this work, a portion of the Fanno Creek Trail between the bridge north of the library and the bridge east of the library building will be closed. Pedestrians will be directed to follow the sidewalk along Hall Boulevard during this time. Our partnership with Friends of Trees to plant 20 trees in the Library Backyard has proactively addressed this change while also creating a model of a climate-resilient urban forest that will thrive into the future. On Tuesday, September 30, a crane will be delivering roofing materials in the library parking lot. This work is expected to be complete before the library opens. Contractors will be on site to manage traffic safety. We expect further disruptions to our spaces and services in the coming months. We will share updates as the projects continue through Books & Bits, in-library signage, and on the library website. One More Month to Join the WCCLS League of Library Lovers WCCLS is running the library ambassador campaign for one more month! Tell even more of your friends and neighbors all the reasons you value the library and earn a limited-edition canvas tote bag (while supplies last). Here’s how to join: 1. Pick up a new punch card at the library. 2. Find 10 new people who don’t have a WCCLS library card and tell them how much you value the library. 3. Mark a spot on your punch card for every friend or neighbor you talk to. 4. Turn in your completed punch card at the library for a prize while supplies last. Limit 1 prize per patron (2 per household). Offer ends Oct. 31, 2025. You can redeem your tote bag at the library from Oct. 25 to Oct. 31, 2025, while supplies last. Check out the WCCLS website for the rules and have fun! Participants must live in Washington County, Oregon. Staff, board members, and their families are not eligible for prizes. Marilyn Ellis, Oregon Master Naturalist and Certified Interpretive Guide, will uncover these magnificent beings, Oregon’s role in saving the California Condor, and how vultures are essential to the health of our planet. Tigard Police & Public Works Facility Preview Monday, November 17 | 5:30-8 PM | Tigard Public Library - Burgess Community Room You’re invited to the Tigard Police & Public Works Preview! This is a community event where you can learn about our new Tigard Police and Public Works Facility. This is a great opportunity to hear directly from project leaders, ask questions, explore the design, and provide input. Join the Building a Better Tigard Voices Panel! We are seeking 12 to 15 community members who represent our city, including individuals from local businesses to our youth, to advise City staff on communication efforts for the new Tigard Police and Public Works Facility.
